Under general supervision, performs detailed inspections of assigned annual labor and development projects to ensure compliance with plans, specifications, contract provisions, applicable rules and regulations and good construction practices; prepares project inspection reports; provides technical assistance to professional level engineering staff; and coordinates with office staff, as well as contractors and inspectors from other entities.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Performs daily inspections on assigned annual labor and development projects, ensuring compliance with plans, specifications and all applicable codes throughout all stages of construction. Daily duties require performing regular field visits; documenting those visits in a daily log along with appropriate pictures/videos of the work; verifying materials requested/used (annual labor projects); participating in preconstruction meetings with department staff, contractors, developers and other organizations; coordinating construction activities with residents, utility companies and other agencies including HCDOT, GDOT and SPLOST; providing information and resolving customer complaints in an efficient and timely manner; proactively identifying possible issues (non-compliance, etc.) and providing recommendations for resolving construction related challenges; obtaining bacteriological test results; obtaining CCTV inspections; maintaining an up-to-date set of construction plans and specifications on the jobsite at all times; and routinely updating department leadership.
  • Generates detailed daily reports to document the inspections process. Duties include: logging materials and associated quantities used; logging the associated labor description efforts and corresponding quantities; providing additional comments as necessary to further detail and explain daily activities and logging and detailing any deviations from the design plans with a clear explanation for incorporation into revised record drawings.
  • Responsible for reviewing contractor pay requests and verifying the Authority’s interests are fulfilled with regards to actual work performed vs. quantity paid. Duties include: verifying daily reports and material requisitions align with project pay request; adjusting any items inconsistent with actual work performed; verifying labor efforts which are not specifically detailed within the annual labor contract are required, associated labor fees are reasonable (using industry comparable rates) and in the best interest of the Authority (and confirmed prior to work commencing), and all such work is appropriately documented and recorded.
  • Performs final project inspection prior to acceptance and ensures the Authority’s interests are fulfilled with regards to quality of construction. Duties include: reviewing record drawings for accuracy; examining workmanship of finished installations for conformity; performing fire flow tests; reviewing CCTV reports; and once acceptable, certify the project.
  • Performs final inspections of water and sanitary sewer service connections prior to the County’s issuance of a Certificate of Occupancy (CO). Duties include: extensive and prompt coordination with builders, contractors and City or County agencies; maintaining a record of all inspections; once project meets all HCWA requirements, releasing project for a CO.
  • Performs Warranty Inspections of various residential, commercial and industrial development projects. Duties include: performing inspections with emphasis on the verification of the integrity of water and sewer appurtenances prior to the warranty expiration.
  • Responsible for being generally available and responding to emergencies on construction projects at any time of day, year-round. Occasional duties include: working after normal business hours, working through the night, and working during weekend & holidays as deemed necessary by the Authority.
  • Must have considerable knowledge of public works construction management, inspection, methods and materials; knowledge of contract administration and pay estimates; working knowledge of methods and interpretation of soil analysis, materials, compaction and density tests; working knowledge of surveying and surveying methods; knowledge of drafting and engineering; knowledge of computer application use and protocol.


Education and/or Experience:
Two-year degree in Construction, Pre-Engineering, Planning, or closely related field from an accredited college or university. Minimum of five (5) years of experience in water and wastewater systems inspections and/or project management; or equivalent combination of education and experience. Must be at least 21 years of age.

Certificates, Licenses, Registrations: Valid Georgia Driver’s License. Water Distribution Operator Certification, Wastewater Collections Systems Operator Certification, Erosion and Sediment Control Training Certification (Level 1B), and Competent Person Certification or ability to obtain these certifications within eighteen (18) months of date of hire.

The employee must frequently lift up to 10 pounds, regularly life up to 25 pounds and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee is regularly exposed to moving mechanical parts; high, precarious places and fumes or airborne particles. The employee is occasionally exposed to wet and/or humid conditions; toxic or caustic chemicals; risk of electrical shock and vibration. The noise level in the work environment is usually loud.
