DIRECTOR, BUDGET

The purpose of this position is to direct, supervise, and manage the day-to-day operation of and to administer the County’s Budget in accordance with County/State policies and procedures. Responsibilities include supervision of staff; establishing, developing, and maintaining the budget policies and procedures; directing and coordinating budgeting activities and the implementation of the County’s budget policies; and preparing, analyzing, and managing the annual budget for multiple funds.  

  • Supervises, directs, and evaluates assigned staff; this includes handling employee concerns and problems; assigns and directs workloads, counsels employees, disciplines, and completes employee performance appraisals; assigns work to budget analyst positions.
  • Provides recommendations to Department Heads, Elected Officials, Constitutional Officers, County Manager, Outside Agencies, and Department Heads; monitors actual performance against estimates and prepare annual and intermediate budgets; coordinates appropriations for divisional and specific programs while balancing the need for emergency funds.
  • Develops, prepares, and/or modifies reports of all revenue and expenditure reports for all funds; develops and analyzes annual budgets for all funds, including salary/benefits and operational expenses; directs and monitors revenue and expenditure budget for variances, and work with the department to resolve any fiscal related problems.
  • Recommends strategies that enhance financial reporting and/or management, including cost avoidance and cost savings opportunities, and enhances revenue; approves requisitions for expenditures, check requests, and personnel actions including but not limited to budgeted positions, salary increase, and benefits.
  • Provides training/technical assistance for any department.
  • Performs other related duties as assigned. 

Education and Experience:

Requires a Bachelor’s Degree in Accounting, Finance, Business Administration, or related field; five (5) years of related experience in Budget and Accounting to include GAAP knowledge, or equivalent combination of education and experience.


Licenses or Certifications:

Must possess and maintain a valid Georgia driver’s license. Must hold Finance Officer Level I and Level II certifications. Certified Public Accountant preferred.

Knowledge, Skills, and Abilities: 

  • Knowledge of local government operations, Budget related programs, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Knowledge of financial accounting, auditing procedures, procurement procedures/policies, payroll, accounts payable, and Human Resources Salary and Benefits. 
  • Knowledge of the functions and purposes of County departments and Agencies. 
  • Knowledge of budget documents and financial reports. 
  • Skill in the use of computers and software applications related to the essential functions of the job. 
  • Skill in effective communication, both verbally and in writing. 
  • Ability to meet and deal with employees and the public in an effective and courteous manner.
  • Ability to get along with others and work effectively with the public and co-workers.
  • Ability to work flexible hours, including evening meetings.
  • Ability to multi-task and work within deadlines.
  • Ability to deal with confidential and sensitive matters.
  • Ability to use computers for data entry, word processing, and accounting purposes. 
  • Ability to operate a copying machine. 


PHYSICAL DEMANDS

The work is sedentary work which requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.

Salary : $115,042 - $178,315
