Position Overview

The Civil Construction Estimator / Project Manager is responsible for developing accurate, competitive, and comprehensive estimates while also supporting the execution and management of field operations related to access roads, construction matting, and environmental control measures. This role requires strong knowledge of civil construction methods, project planning, cost control, scheduling, and client coordination across utility and heavy civil projects.

Key Responsibilities

• Prepare detailed labor, equipment, material, trucking, and subcontractor estimates for matting, temporary access roads, clearing, grading, and E&S control scopes.

• Perform quantity takeoffs and review civil drawings, environmental plans, permitting requirements, and project specifications.

• Develop construction work plans, sequencing, logistics plans, and project schedules using Primavera P6 (preferred) or similar scheduling platforms.

• Estimate and manage installation/removal of construction matting systems for utility transmission, distribution, and substation access.

• Develop and oversee access road construction scopes including grading, aggregate placement, drainage improvements, and restoration activities.

• Estimate and manage erosion & sediment control installations including silt fence, compost filter sock, sediment basins, stabilization measures, and SWPPP compliance activities.

• Coordinate with clients, engineering teams, environmental consultants, subcontractors, and field personnel throughout estimating and project execution phases.

• Support procurement efforts by soliciting and evaluating vendor and subcontractor quotations.

• Manage awarded projects including scheduling, cost tracking, forecasting, change management, production tracking, and client reporting.

• Conduct site walks, pre-bid meetings, and field progress reviews to validate production assumptions and identify project risks.

• Maintain and update historical cost data, productivity rates, and estimating tools.

• Ensure all work is executed in compliance with company safety standards, environmental requirements, and project specifications.

• Utilize estimating software platforms such as B2W (preferred) to develop and manage estimates.

Qualifications

• 5 years of estimating and/or project management experience in heavy civil, utility, or infrastructure construction.

• Direct experience with construction matting systems, temporary access roads, earthwork, and erosion & sediment control scopes.

• Strong understanding of utility construction environments including transmission, distribution, and substation projects.

• Experience with estimating software; B2W experience strongly preferred.

• Scheduling experience required; Primavera P6 experience strongly preferred.

• Ability to interpret civil drawings, environmental plans, geotechnical reports, and technical specifications.

• Strong communication, organizational, leadership, and problem-solving skills.

• Proficiency in Microsoft Office Suite, including Excel and Project reporting tools.

• Bachelor’s degree in construction management, Civil Engineering, or related field preferred; equivalent experience considered.

• Familiarity with environmental permitting, SWPPP requirements, and utility right-of-way construction practices preferred.

Salary range: 80K-130K
