What are the responsibilities and job description for the C Operator position at Hempfield Township Board of Supervisors?
The C-Operator will perform a variety of tasks related to infrastructure improvement projects, as outlined in the Collective Bargaining Agreement. These responsibilities include general labor on projects such as asphalt paving, catch basin repair/replacement, storm sewer installation, and right-of-way brushing. The C-Operator will operate a range of equipment, including non-CDL dump trucks, crew cab pickup trucks, fuel trucks, front-end loaders, forklifts, power brooms, wood chippers, and asphalt kettles. Additionally, the C-Operator may assist in the production and installation of street signs and contribute to the maintenance and repair of the Township fleet. If properly licensed, the C-Operator may also operate Class A and B Commercial Vehicles.
ESSENTIAL DUTIES & RESPONSIBILITIES:
The C-Operator position duties will include, but not be limited to, the following:
1. Provide general labor on various Township infrastructure projects.
2. Operate a one-ton dump truck equipped with a plow and tailgate spreader for snow removal.
3. Competently operate various pieces of Township equipment.
4. Assist in the production and erection of street signs.
5. Assist in the maintenance and repair of the Township fleet.
6. Custodial duties.
7. General building maintenance.
8. Provide other services and perform other tasks as requested or assigned by the Director of Public Works and/or Township Manager.
9. This position is governed by the terms set forth in the Collective Bargaining Agreement and the job duties shall change from time to time to reflect the most current Agreement.
Education & Experience:
1. A minimum of a high school diploma or equivalent.
2. Five (5) years of experience in the field of Public Works or general construction preferred.
3. Certifications or training related to construction, equipment operation, or safety (such as OSHA certification or equivalent) are preferred but are not mandatory.
4. Snow removal experience preferred.
5. Experience working in a team-oriented environment and under various weather and site conditions.
NECESSARY KNOWLEDGE, SKILLS, & ABILITIES:
The individual must possess the following skills and abilities or be able to demonstrate that they can perform the essential function of the job, with or without reasonable accommodations, using some other combination of skills and abilities.
1. Ability to maintain a good working relationship with the general public and Township officials.
2. Ability to express ideas clearly and concisely both orally and in writing.
3. Ability to safely and efficiently operate manual and power tools.
4. Basic principles of road construction and infrastructure improvement techniques, including asphalt paving, storm sewer installation, and right-of-way brushing.
5. Standard safety practices and procedures on construction sites, including personal protective equipment (PPE) usage.
6. Basic knowledge of traffic control, signage installation, and right-of-way management.
7. Ability to work effectively as part of a team and follow direction from supervisors.
8. Must possess a valid Pennsylvania driver's license and the ability to travel. Class A Commercial Driver's License preferred.
9. Must obtain all Pennsylvania Act 153 Child Abuse Clearances and CPR and First Aid Certifications.
10. Ability to handle multiple tasks at one time, and devise solutions to immediate problems without much time for consideration.
11. Skills in operating a personal computer with a general understanding of word processing, spreadsheet preparation, and the ability to learn other computer applications as needed.
12. Understanding of the English Language.
