The Contra Costa Adult Continuum of Services (CCACS) program is a public/private partnership with Contra Costa Health Services, Health, Housing and Homeless Services and Heluna Health. Our mission is to provide safe, interim housing with comprehensive services that assist homeless adults in securing permanent housing that will end their homelessness. The Contra Costa Youth Continuum of Services (CCYCS) is a program of Contra Costa Health Services - Housing and Homeless Services Division, in partnership with Heluna Health that provides drop-in services, interim shelter, and transitional housing for homeless and at-risk youth ages 18 to 24. The guiding philosophy of CCYCS services is that every youth has strengths and the ability to make positive changes in their lives. Salary: $79,373.00 - 83,991.00 Annually

ESSENTIAL FUNCTIONS

  • Manage two (2) site supervisors who cover Concord Shelter, Philip Dorn Respite Center, Service Center/Warming Center, and Brookside Shelter. Includes interviewing/hiring, training, and ongoing supervision of site supervisors.
  • Responsible for ensuring all shelter specialists and relief staff are fully trained at CCACS/CCYCS sites. 
  • Ensure all sites have adequate staffing 24/7. 
  • Must work Monday through Friday, hours 10am to 6pm.
  • Support with weekly scheduling for all shelter specialists and relief staff at all sites.
  • Communicate and work with Program Coordinator and Program Manager to ensure CCACS/CCYCS program site operations are appropriate. 
  • Responsible for covering all shifts of site supervisor if they are absent to ensure appropriate coverage.
  • Responsible for ordering office supplies, shelter supplies, and meals at all sites.
  • Ability to handle and respond to emergency incidents, including medical, mental health, violent and/or other unanticipated events, including evacuation due to earthquake, chemical release, or other incidents.
  • Monitor facilities maintenance and ensure site supervisors conduct daily safety and cleanliness checks of physical sites under their care.
  • Develop and supervise all social and recreational activities for on-site programs.
  • Responsible for the oversight of the completion and submission of daily logs, incident reports, medication logs, client documents and other shelter documentation at all sites to ensure that they meet standards. Conducts spot audits and monthly audits as necessary. 
  • Responsible for the verification of completion of client file documents, including intakes, exits, TB results within 14 days, and other required documentation at all sites. Conducts spot audits as necessary.
  • Work closely with other homeless services providers, vocational institutions, alcohol and other drug (AOD) treatment programs, and mental and medical service providers to ensure services are being adequately delivered.
  • Participate in an on-call rotation to respond to after-hours crisis.

NON-ESSENTIAL FUNCTIONS

  • May provide one-on-one counseling to participants as needed
  • Participate in program outreach, education, and advocacy efforts by conducting presentations with public/private agencies
  • May coordinate with donors interested in making contributions to program
  • Attends Continuum of Care Board and other community meetings
  • Works with staff to support program residents' school enrollment, family reunification, legal issues, etc. 
  • Develops job training manuals/materials and identifies/coordinates staff trainings
  • Other duties as assigned

JOB QUALIFICATIONS

The role requires a deep understanding of and sensitivity to the needs of disenfranchised communities, along with the ability to work effectively in diverse and high-pressure environments. Strong judgment, discretion, and a solution-focused approach to problem-solving are essential. The candidate must be skilled in coaching and guiding a diverse team, promoting collaboration and inclusivity across cultural, gender, and identity lines.

Excellent communication skills, both verbal and written, are critical, as is proficiency in Microsoft Office, particularly Outlook, Word, and Excel. The position also requires the ability to navigate confidential matters with discretion, interact diplomatically with a wide range of stakeholders, and maintain a non-judgmental, supportive demeanor. Additional requirements include a valid California driver’s license and the ability to pass background and child abuse registry checks.

Education/Experience 

Option 1:

Associate of Arts (AA) or Associate of Science (AS) degree in:

  • Human Services
  • Psychology
  • Counseling
  • Or a related field

AND two (2) years of full-time direct experience working in a professional capacity with:

  • Homeless populations
  • Behavioral health populations
  • Or medically complex populations

Option 2:

Five (5) years of full-time direct experience working in a professional capacity with:

  • Homeless populations

Licenses/Certifications

  • Must have a valid California Driver’s License and clear DMV record
  • Required to participate in the DMV Pull Notice Program
  • Be fingerprinted and pass a criminal background check

PREFERRED QUALIFICATIONS:

  • Education: Bachelor’s degree from an accredited college or university with a major in health services, counseling, psychology, social welfare, or a closely related field.
  • Previous experience or training in street outreach and/or case management.
  • Prior experience with documentation and billing procedures.
  • Experience working in Contra Costa County and knowledge of social service providers in the area.
  • Background in adolescent and/or adult mental health services and/or homeless services.
  • Applicants who are bilingual in Spanish or Southeast Asian languages are encouraged to apply.
