SUMMARY
The Los Angeles County Department of Homeless Services and Housing (HSH) consolidates our countywide response to homelessness. The driving force behind HSH is increasing accountability and transparency, improving care for people experiencing or at risk of homelessness, and streamlining collaboration with partners including services providers, the County’s 88 cities, and unincorporated areas to deliver high-quality, life-saving care. Staff schedules are based on business need and may include the option of a hybrid work schedule where employees work remotely and from the office.
In June 2024, the Los Angeles County Chief Executive Office - Homeless Initiative, now integrated into HSH, was awarded the Youth Homelessness Systems Improvement (YHSI) grant from the U.S. Department of Housing and Urban Development (HUD). The YHSI grant established a Cross-System Leadership Table (CSLT) comprised of HSH, the Los Angeles Homeless Services Authority (LAHSA), the Departments of Mental Health (DMH) and Children and Family Services (DCFS), the Long Beach Continuum of Care (CoC); and a 14-person youth committee. The CSLT partners to make policy and funding improvements for/within the homeless services delivery, mental health. and child welfare systems in Los Angeles County.
To ensure that the work of the CSLT is done in authentic partnership with youth and young adults, we are seeking to fill one full-time position. The position will support the CSLT in reaching the goals of the YHSI grant, including: Implementing a county-wide youth needs assessment, offering training and education opportunities for youth and system leaders,
hosting an annual LA Youth conference, supporting implementation of the youth expansion activities funded by philanthropy and the Long Beach CoC, Developing two new policy priorities to help increase housing stability for young people who have had involvement with the homelessness, child welfare or mental health systems, including how to increase access to homelessness and mental health services and, help transform the culture of County HSH, LAHSA and Long Beach CoC, including their ability to hire, retain, and promote young people with lived experience in systems level work.
This position is funded through the end of the grant period, April 30, 2027.
ESSENTIAL FUNCTIONS
- Cultivate, maintain, and expand relationships with stakeholders, including:
- Young people: Engage with youth leaders through county wide Youth Action Boards to understand the gaps and elevate needs of young people.
- Transition Aged Youth (TAY) service providers: Build relationships with and engage with TAY providers to ensure the perspectives and expertise of providers are included in the YHSI work.
- LA county departments (CEO-HI, DCFS, DMH,), LAHSA and Long Beach CoC: Engage in collaborative meetings and engage with system leaders to understand the gaps and elevate the needs identified by TAY Providers and Youth about what’s working and what’s not working in the systems.
- Coordinate the following activities:
- Facilitate and coordinate monthly CSLT & liaison meetings in collaboration with YHSI Positions at LAE.
- Facilitate collaborative process to identify at least two policy and funding changes to improve the homeless response system for young people, including the mental health and child welfare systems in collaboration with YHSI positions at LAE.
- Support consultant with the development and implementation of a needs assessment in collaboration with YHSI Peer Positions at LA Emissary.
- Work in collaboration with LAE YHSI positions to support the following activities:
- Support to plan and implement an annual youth conference that highlights the YHSI policy priorities identified at the CSLT.
- Support the LAE position in curricula development, training, and education plan for systems leaders, providers, and young people.
JOB QUALIFICATIONS
Three or more years of highly complex administrative experience in the health, housing, social services, or related sectors.
Certificates/Licenses/Clearances
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
- Successful clearance of the Live Scan process with the County of Los Angeles.
Other Skills, Knowledge, and Abilities
- Work or volunteer experience engaging in youth advocacy, including working directly with young people, setting meeting agendas and priorities, and performing other competencies described above.
- Demonstrated ability to collaborate with youth leaders and system partners to elevate youth voice in decision-making, support shared leadership, and translate lived experience into actionable program or policy recommendations.
- Lived experience within the last 5-7 years accessing youth services in a homeless services agency, such as foster care, mental and physical healthcare, and/or juvenile justice system.
- Two years of work or volunteer experience engaging in youth advocacy, including working directly with young people, setting meeting agendas and priorities, and performing other competencies described above.
- Understanding of Trauma-informed care and strong cultural competency.
- Knowledge of the CoC operations and Homeless Information Management System (HMIS).
- Excellent people skills, specifically customer service skills and a capacity for collaboration and interpersonal relationships.
- Excellent written and verbal communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences.
- Strong organizational skills with a strong attention to detail.
- Intermediate level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook).
- Ability to simultaneously manage multiple projects and timelines.
- Advanced communication skills, and the ability to communicate with all levels of management, staff and external clients, especially those who are not well versed in computer technology.
- Demonstrated ability to work with diverse community and organizational groups.
- Ability to understand the policies, procedures, and culture of public systems (county departments and CoCs).
- Strong interpersonal skills that allow one to connect with key personnel within county departments and organizations, and build relationships to gain support for young adults and community needs.
- Knowledge and understanding of working with unhoused and housing unstable young people ages 18-30, foster and justice system impacted youth, young people experiencing mental illness, and/or individuals in general experiencing homelessness.
- Effective oral and written communication skills, the ability to facilitate and lead collaborative conversations, navigate sensitive discussions with young people and organizations like county departments, CoCs, and funders, and reply professionally to various forms of communications (text, email, or letters).
- Strong meeting coordination and facilitation skills, including agenda setting, meeting notes, and tracking commitments.
- Familiarity with and ability to provide general information on trauma informed care, adultism, intergenerational power sharing, and restorative justice practices.
- Cultural awareness and ability to connect with and to work with historically marginalized communities (BIPOC, LGBTQ , people with disabilities and/or neurodiversity, etc).
- Willingness to engage in training and skill building related to YHSI.
- Approaches the work from a person-centered perspective and has skill in building relationships with young people, system partners, and providers.
- Lived experience accessing housing services systems such Department of Children and Family Services (DCFS) and the Department of Mental Health (DMH) in Los Angeles County.
- Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
