We are seeking a Senior Navy SATCOM SME/Fellow to support Navy Information Forces (NAVIFOR) in support of Navy tactical communications modernization, Resilient Command, Control, and Communications (RC3), Satellite Communications (SATCOM), and Fleet communications resiliency initiatives. This position will support Navy communications capability gap analysis, operational communications planning, tactical communications architecture development, and protected communications operations supporting Fleet, Joint, and Coalition missions.
LOCATION: Suffolk, VA – 115 Lakeview Parkway, Suffolk, VA 23435
CLEARANCE: Active Top Secret / SCI Clearance Required
EDUCATION: Master’s Degree in Science, Engineering, or Information Systems Required
RESPONSIBILITIES:
· Support NAVIFOR N8 communications capability gap analysis and requirements development activities
· Provide subject matter expertise supporting Navy SATCOM systems, Protected SATCOM, MILSATCOM, COMSATCOM, and Navy communications architecture
· Support communications capability analysis involving EHF, SHF, MUOS, MILSTAR, RF, HF, Wideband SATCOM, and Navy Multiband Terminal (NMT) systems
· Analyze current and future threats impacting Navy communications systems and Fleet communications resiliency
· Develop recommendations supporting resilient communications planning, contingency communications, and protected communications operations
· Support development of CONOPS, CONEMPs, TTPs, Navy Tactical Publications, and operational communications guidance
· Support SATCOM modernization initiatives, Fleet communications requirements, and RC3 operational planning activities
· Support SATCOM Database management activities and Fleet communications requirements tracking
· Coordinate with NAVIFOR, Fleet Cyber Command, USFF, OPNAV, Program Offices, Joint stakeholders, and Fleet organizations
· Support RC3 Fleet CONOPS activities, Arctic Communications initiatives, and Fleet RC3 experimentation during degraded communications operations
· Support IT Transport & Networks requirements development involving CANES, ADNS, CENTRIXS-M, STACC, Wireless & Mobility, and related systems
QUALIFICATIONS:
· 10 years of experience supporting Protected communications systems including MILSTAR and AEHF
· 10 years of experience supporting military communications systems
· 10 years of experience supporting DOD DOTMLPF-P actions or PPBE management
· 10 years of experience supporting tactical or strategic military operations
· 10 years of experience supporting Navy communications programs and Navy or Joint operational stakeholders
· Strong operational knowledge of Navy tactical communications systems and SATCOM operations
· Experience supporting communications operations in degraded or contested environments
· Excellent written and verbal communication skills
PREFERRED/ADDITIONAL SKILLS (A PLUS):
· Navy SATCOM operations experience
· Fleet communications planning experience
· RC3 operational planning experience
· Experience supporting Navy Information Warfare missions
· Experience supporting Joint or Coalition communications operations

Pay: $122,767.00 - $210,035.00 per year
