Position Overview
We are seeking a proactive and detail-oriented Procurement Supervisor to lead end-to-end procurement operations. This role acts as the key liaison between the US site and China headquarters, driving the local implementation of the Group’s procurement policies, digital systems and compliance standards. The ideal candidate will oversee full-category procurement (focused on engineering and construction), ensure supply chain stability for both project-based and daily manufacturing needs, and support efficient and compliant operations of the overseas production base.
Key Responsibilities
1. Full-Category Procurement Planning and Execution
- Oversee end-to-end procurement for the USA base, with a primary focus on engineering and construction materials, while covering the full supply chain for production and operations.
- Manage procurement categories including civil engineering, steel structures, mechanical and electrical equipment, fire-fighting systems, utility supporting materials, production equipment, spare parts, consumables, tools, packaging materials and daily operation supplies.
- Fulfill dual procurement scenarios: project-based procurement for base construction, expansion and special projects to ensure on-schedule delivery; and routine procurement to maintain stable manufacturing operations and supply continuity.
2. China-US Coordination and Localization of Group Policies
- Serve as the primary coordinator and communication bridge between the USA procurement team and China headquarters.
- Communicate and implement the Group’s procurement regulations, approval workflows, compliance standards and management requirements at the USA base.
- Adapt Group policies to the local US business environment, laws, regulations and industry practices, and develop actionable implementation plans.
- Regularly report to China headquarters on local market trends, supplier resources, price fluctuations, compliance risks, operational issues and improvement suggestions to support Group decision-making.
3. Digital Procurement System Deployment and Operation
- Participate in the deployment, promotion and application of the Group’s digital procurement systems at the USA base, mainly including MDM (Material Master Data Management) and SRM (Supplier Relationship Management).
- Standardize full-process digital operations for daily procurement to ensure accurate data entry and efficient workflow execution.
- Troubleshoot system data issues, process bottlenecks and user inquiries, collect feedback and coordinate with the Group’s digital teams for resolutions.
- Drive the standardization, process optimization and digital upgrading of procurement operations to improve efficiency and transparency.
4. Procurement Management and Risk Control
- Initiate, issue and track purchase orders; ensure on-time, quality and quantity delivery, and coordinate delays and abnormal situations.
- Support procurement document preparation, contract negotiation and review, and internal approval processes to ensure full compliance.
- Communicate with suppliers regarding quality disputes, returns and exchanges, and commercial clarifications to maintain stable supplier relationships.
- Participate in supplier selection, evaluation and management, and assist in optimizing the supplier pool to reduce procurement risks.
5. Other Tasks
- Complete other assignments assigned by the leadership.
Qualifications
1. Educational Background
- Bachelor’s degree or above.
- Majors in Supply Chain, Engineering, Management or related fields are preferred.
2. Language Proficiency
- English: proficient as a working language, fluent in listening, speaking, reading and writing; capable of independently handling English procurement documents and communicating with overseas suppliers.
- Chinese (a plus): good listening, speaking, reading and writing skills; ability to communicate smoothly with China headquarters.
3. Professional Experience
- 3 – 7 years of relevant working experience in procurement or supply chain management, with solid practical procurement capabilities and a project management mindset.
4. Skills and Competencies
- Experience in full-category or multi-category procurement; background in engineering construction, infrastructure projects, manufacturing project procurement or factory new/expansion project procurement is highly preferred.
- Excellent cross-cultural communication and collaboration skills; experience working for Chinese enterprises’ overseas projects or directly coordinating with China headquarters is a plus.
- Familiarity with digital procurement systems; experience in using or implementing SRM, MDM, ERP or similar systems is preferred.
- Strong negotiation, business communication and procurement risk identification capabilities.
- Ability to adapt to structured group management with high compliance awareness and execution.
- Outstanding cross-departmental collaboration, problem-solving skills, strong responsibility and ability to work under pressure.
