Role: Administrative Assistant IV

Location: Division of Emergency Management, 45 Center Dr., Bethesda, MD 20894

Description: Hedgelan Consulting seeks a qualified and highly motivated professional to provide support services through the completion of taskings that directly and indirectly affect the operational capabilities of the DEM. Contractor will support the branches of DEM by meeting the administrative needs of the Office of the Director and the two DEM branches; Planning and Evaluation Branch (PEB) and Emergency Communications Branch (ECB).

Minimum Educational/Experience Requirements:
  • A minimum of a college degree and 4 years of experience, or high school diploma with 8 years of professional experience.
  • Ability to perform more complex administrative tasks.
  • Ability to support senior level staff.
  • Possess advanced computer skills.
  • Ability to perform a variety of administrative functions
  • Preferred qualities of proposed personnel:
    • Knowledge of the National Institutes of Health (NIH) procurement policies and procedures.
    • Knowledge of HHS and NIH travel regulations, policies, and procedures.
    • Knowledge of computerized systems, unique to NIH, including NIH Fellowship Payment System (FPS), Purchasing On-Tracking System (POTS), Manuscript and Publication System (MAPS), NBS Sunflower (for Property Management), NIH
    • Property Management Portal (NPMP), and NBS Concur Government Edition (CGE).
  • Managing personnel time and attendance (ITAS), coordinating meetings for timecard review, and liaising with members of the administrative team when necessary.
  • Managing and coordinating travel plans for DEM Staff and submitting data into the NIH travel system (CONCUR).
  • Submitting requests for acquisitions, preparing purchase orders for small purchases, and when needed, researching quotes for best deals on products/services.
  • Supporting staff and contractor needs and performing various office support activities that require the ability to multi-task and assist multiple DEM employees at once.
  • Compiling asset inventories, conducting hardware testing, tracking chain of custody, and maintaining official logs to that effect.
  • Attending meetings for the recording of transcripts, providing feedback on procedures and policies pertaining to their programmatic duties, when requested.
  • The Government will make available to the contractor all applicable federal and NIH related regulations, requirements, guidelines, and may provide information that is necessary for the contractor to perform work under this SOW. The Government may allow the use of utilities to the contractor, if available, to perform services approved by the COR and associated with the SOW. The Government may provide an area for workspace and to store and secure materials. The Government will provide temporary identification documents to approved contractors as per NIH security requirements, for access to facilities stated in the SOW, and shall approve and provide authorized access to components and infrastructure to accomplish taskings.
Roles and Responsibilities:

The following tasks are within the Labor Category Description for Admin Assistant. The Admin will have a wide range of responsibilities. The contractor shall:

• Provides support for various administrative tasks.

• 8:00am – 4:30pm, Monday through Friday.
