POSITION SUMMARY

Heather Gardens is seeking an experienced and highly skilled Contracts & Projects Manager to lead the full lifecycle of capital improvement projects and operational contracts.


This role serves as the Association’s owner’s representative, ensuring projects are strategically planned, competitively procured, properly contracted, and successfully executed.


You will play a key role in shaping our community’s infrastructure, managing vendors, and supporting long-term capital planning—while working closely with leadership, contractors, and our Board of Directors.


KEY RESPONSIBILITIES

Project & Capital Planning

  • Identify, evaluate, and prioritize capital improvement projects 
  • Conduct site inspections and develop scopes of work 
  • Perform cost-benefit and lifecycle analysis 
  • Support reserve study alignment and long-term planning 

Procurement & Contract Management

  • Develop RFPs, bid packages, and specifications 
  • Lead competitive bidding and vendor selection 
  • Negotiate pricing, scope, and contract terms 
  • Ensure compliance with CCIOA, insurance, and procurement policies 

Construction & Project Oversight

  • Manage projects from pre-construction through completion 
  • Monitor contractor performance, schedules, and budgets 
  • Review and negotiate change orders 
  • Ensure proper closeout documentation and warranties 

Financial & Reporting

  • Assist with capital budgets and forecasts 
  • Track project costs and maintain historical data 
  • Provide updates to leadership, committees, and Board 

Operational Contracts

  • Oversee service contracts (trash, elevators, etc.) 
  • Monitor vendor performance and accountability 

Communication & Leadership

  • Serve as primary liaison between contractors, leadership, and residents 
  • Present to Board and committees 
  • Support cross-department collaboration 


QUALIFICATIONS

Education & Experience

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (preferred) 
  • 5–10 years of experience in: 
    • Contract administration 
    • Construction/project management 
    • Capital improvements or facilities environments 
  • Experience as an owner’s representative strongly preferred 
  • HOA, municipal, or similar environment experience preferred 
  • Experience managing multiple projects and budgets ($500K ) 

Skills

  • Strong contract negotiation and procurement expertise 
  • Ability to read plans/specifications 
  • Financial acumen (budgeting, cost analysis, lifecycle planning) 
  • Excellent communication and stakeholder management 
  • Strong organizational and project management skills 

Certifications (Preferred)

  • PMP, CCM, CPCM, CPPO or similar
