POSITION SUMMARY
Heather Gardens is seeking an experienced and highly skilled Contracts & Projects Manager to lead the full lifecycle of capital improvement projects and operational contracts.
This role serves as the Association’s owner’s representative, ensuring projects are strategically planned, competitively procured, properly contracted, and successfully executed.
You will play a key role in shaping our community’s infrastructure, managing vendors, and supporting long-term capital planning—while working closely with leadership, contractors, and our Board of Directors.
KEY RESPONSIBILITIES
Project & Capital Planning
- Identify, evaluate, and prioritize capital improvement projectsÂ
- Conduct site inspections and develop scopes of workÂ
- Perform cost-benefit and lifecycle analysisÂ
- Support reserve study alignment and long-term planningÂ
Procurement & Contract Management
- Develop RFPs, bid packages, and specificationsÂ
- Lead competitive bidding and vendor selectionÂ
- Negotiate pricing, scope, and contract termsÂ
- Ensure compliance with CCIOA, insurance, and procurement policiesÂ
Construction & Project Oversight
- Manage projects from pre-construction through completionÂ
- Monitor contractor performance, schedules, and budgetsÂ
- Review and negotiate change ordersÂ
- Ensure proper closeout documentation and warrantiesÂ
Financial & Reporting
- Assist with capital budgets and forecastsÂ
- Track project costs and maintain historical dataÂ
- Provide updates to leadership, committees, and BoardÂ
Operational Contracts
- Oversee service contracts (trash, elevators, etc.)Â
- Monitor vendor performance and accountabilityÂ
Communication & Leadership
- Serve as primary liaison between contractors, leadership, and residentsÂ
- Present to Board and committeesÂ
- Support cross-department collaborationÂ
QUALIFICATIONS
Education & Experience
- Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (preferred)Â
- 5–10 years of experience in:Â
- Contract administrationÂ
- Construction/project managementÂ
- Capital improvements or facilities environmentsÂ
- Experience as an owner’s representative strongly preferredÂ
- HOA, municipal, or similar environment experience preferredÂ
- Experience managing multiple projects and budgets ($500K )Â
Skills
- Strong contract negotiation and procurement expertiseÂ
- Ability to read plans/specificationsÂ
- Financial acumen (budgeting, cost analysis, lifecycle planning)Â
- Excellent communication and stakeholder managementÂ
- Strong organizational and project management skillsÂ
Certifications (Preferred)
- PMP, CCM, CPCM, CPPO or similarÂ
