Position Summary
The Program Manager, Data Quality and Analytics, at HealthShare Exchange (HSX) develops, manages, plans, and implements projects and services relevant to all business lines of HSX. This role will work through the Value Based Care and Data Analytics team and with internal and external stakeholders and has the responsibility for planning, coordination and execution of all projects.
The Program Manager, Data Quality and Analytics will work closely with the HSX management team to successfully implement the company’s strategic goals including the creation, coordination and execution of any additional projects that contribute to the advancement of the organization including implementation, technical, and member support. The Program Manager, Data Quality and Analytics will own and maintain various services and associated applications and will also support various member accounts.
This position will be classified as full-time remote, but candidates in the greater Philadelphia area who can be on-site for occasional meetings will be preferred.

Responsibilities
Program Management and Data Quality
- Serve a key role on HSX’s Data Aggregator Validation certification from the National Committee for Quality Assurance (NCQA).
- Perform primary source verification (PSV) and quality assurance (QA) on HSX data. Proactively validate data from healthcare provider electronic health records (EHRs) to be sure data held by HSX is backed up by the legal medical record.
- Work with data providers to improve the quality and consistency of the data.
- Develop solutions for identifying data quality problems and work with HSX members and staff to resolve them.
- Understand HSX data to help HSX members get the most from HSX’s data under use cases in population, public health, research, social determinants of health, and other innovative uses of healthcare data.
- Work with members to define data requirements and manage data analytics projects through completion. Identify and track project goals, timelines, and action items.
- Schedule and facilitate calls with project stakeholders and provide a status update to the HSX team on a weekly basis.
- Review and update HSX specification documents and testing plans periodically to ensure that they are current.
- Support implementation of HSX services for participating organizations, including panel creation and troubleshooting.
- Develop project plans/scope, coordinate, monitor, and implement HSX projects and services.
Data Analytics
- Support a data quality improvement program for HSX members.
- Conduct routine analysis and interpretation of data.
- Assess complex problems to improve and enhance programs and activities.
- Analyze information, discern relevant and critical points that impact HSX stakeholders.
- Synthesize data into reports, recommendations, and presentations.
Other
- Participate in the Data Quality Workgroup and Clinical Advisory Committee.
- Engage and manage member accounts across the healthcare continuum, as assigned.
- Identify and cultivate opportunities for growth and new programs that align with HSX’s mission and strategic goals.
- Other duties as assigned.

Qualifications
Required:
- A bachelor’s degree in Public Health, Computer Science, Data Analytics, Biostatistics, Health or Hospital Administration, or related field.
- Five (5) to seven (7) years experience with the following requirements:
- Experience and literacy with healthcare informatics taxonomies and healthcare standards, including but not limited to ICD-10, LOINC, SNOMED, HL7, XML.
- Experience working with healthcare data in an analytics, data quality, clinical quality, or research capacity.
- Technical, clinical, and/or business skills depending upon project domains assigned.
- Experience in managing projects or programs in the healthcare or Health IT industry.
- Account management or client relations experience.
- Excellent organizational, critical thinking, time management, written and oral communication skills with experience in public presentations, grant/proposal writing, grant/contract management.
- Creative problem-solving skills and experience solving unstructured problems.
- Ability to work both independently and collaboratively with multiple stakeholders.
- Ability to travel (up to 10%).
Desired:
• Familiarity with HEDIS quality measurement, HEDIS-related chart abstraction, and/or HEDIS auditing.
• Experience managing or evaluating data quality.
• Knowledge of HIE services and Health Information Technology (HIT)
• SQL Query skills
• Experience and comfort using data aggregation and visualization techniques including Tableau
• Ability to review and synthesize information and data into recommendations, presentations, and key issues.
• Experience with medical/health records systems (EMR/EHR) and clinical workflows.
Additional/Preferred:
- Master’s degree in public health, statistics or related field.
