Job Title: Performance Improvement Project Manager
Reports to: Project Leader

Job Summary
Expert in performance improvement, process design and project management to work with the participants of the Behavioral Health Consortium of Maricopa County facilitated by the Healthcare Transformation Institute. Leads and implements process redesign within complex systems to influence performance outcomes and achieve improvement goals. Skilled with process flow mapping and flow diagram software to illustrate patient progression through a system of care. Participates in alignment and collaboration among project participants, including data collection and interpretation to drive projects toward measurable outcomes. Organizes participation, meeting agendas, and innovative operations strategies and tactics, to keep projects on a forward trajectory. Integrates performance improvement methodologies and AI where appropriate. Prioritizes the patient and provider experience to optimize value.
Primary Responsibilities
· Works with participants from the Consortium organizations to identify, strategize, design and implement PI projects to improve the care of BH patients
· Identifies and leads project teams with organizational leaders
· Creates performance improvement projects utilizing the best PI methodology for each project, sets goals, provides flow diagrams, helps identify data requirements, utilizes data dashboards to inform change and to optimize workflow and procedural pathways
· Works to implement change in a continues, sustainable cycle
· Weaves various projects together to create a continuum of care focused on the patient experience, improved outcomes, efficiency, and patient safety
· Utilizes innovative PI tools and methodologies, data tools and AI to create new approaches
· Assures project and data integrity is maintained
· Communicates with all members of the team in a timely, transparent and professional manner
· Develops trust and strong working relationships with all parties
· Well organized and on time with project deliverables, identification of next steps and implementation of changes
· Able to produce detailed, clear project reports for the Board and oversight teams
· Utilizes best practices and benchmarking to influence progress
· Maintains confidentiality required of health care organizations
· Performs other duties as assigned
Job Qualifications
Training
· Bachelor’s degree in engineering, health care related field, business, management, quality, or other related field
· Master’s preparedness preferred
Experience
· 5 years of experience in health-related performance improvement roles, preferably in health systems or hospitals
· Knowledge of health care operations, regulation and payor systems
· Track record of measurably successful performance improvement projects in complex system environments
· Track record of utilizing actionable data dashboards to drive change
· Advanced knowledge of PI techniques (six-sigma, lean, human centered design, engineering redesign systems, etc.)
· Certificates in standard performance improvement disciplines
· Skilled in utilization of a project management system, data systems, and presentation tools (power point)
· Strong communication and interpersonal skills
· Strong presentation skills utilizing visual and audio computer techniques
· Ability to manage multiple projects and tasks simultaneously
· Cool under pressure

Our Strategy and Focus
HTI focuses on projects with high-risk, high utilizer patients that require highly efficient systems. By focusing on these patients, the goal of improving health value (improving care for the most people at less cost) will have the greatest impact. Two other critical factors determining selection are the commitment from the partners to implement change and the scalability of the project to wider regions of the country.
The Behavioral Health Consortium of Maricopa County is one of HTI’s current areas of focus. The Consortium was started in late 2023 to create a sustainable, integrated, community-wide consortium resulting in a series of interrelated quality improvement projects to improve patient outcomes and decrease both monetary and non-monetary costs to patients and providers by focusing on:
1. The behavioral health system in Maricopa County
2. ED and inpatient boarding of behavioral health patients
3. Shared data and data analytics
4. Streamlined operations
5. Joint consulting
Current health system participants include Abrazo, Banner, Dignity, HonorHealth and Valleywise. Many community interfaces have been developed to create a Valley-wide set of solutions to improve the care of behavioral health patients. The ASU Health Observatory is working with us to provide a data platform capable of managing data from all participating organizations, including the production of actionable data dashboards to guide performance improvement projects and capture improvement outcomes.
