Positions with a designated work location in New York City, Nassau, Rockland, Suffolk, or Westchester Counties will receive a $4,000 annual downstate adjustment (pro-rated for part-time positions).

Job Description:

Responsibilities

The Health Program Administrator (HPA), located under Grants Administration, will assist with the coordination of administrative and fiscal activities for grant awards involving multiple organizations and programs within the Department of Health. The HPA will assist with the coordination of annual progress reports; review sponsor guidance; develop timelines, narrative outlines, budget templates, and instructions; contribute to the development of and compile budget justifications; coordinate and compile narratives, work plans and appendices from multiple sources; and will complete required forms. The incumbent will coordinate the tracking of deadlines and will coordinate the facilitation of all sponsor correspondence as required by the notice of award; maintain detailed budget tracking and monitoring; perform analyses and develop reports; develop prior approvals, carry forward or extension requests; and coordinate final close out documents. The incumbent will coordinate personnel recruitments and other personnel actions. The incumbent will facilitate the preparation, execution, and monitoring of contractual agreements. This includes contribute toward the development of work plans and budgets; reviewing documents for compliance and completeness; monitoring progress and expenditures; and providing technical assistance. The incumbent will review grantrelated financial transactions for completeness, compliance, and accuracy. The HPA will also coordinate and maintain processes for tracking and reporting on equipment inventory and individual initiative Institutional Review Board status as well as coordinating and maintaining general office work methods/procedures and perform other appropriate related duties as needed.

Minimum Qualifications

Bachelor's degree in a related field and two years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate degree in a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of such experience.

Preferred Qualifications

Experience developing grant applications. Experience managing budgets and/or contracts. At least four years of administrative and/or financial experience in a notforprofit corporation or a government organization.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel up to 25% of the time will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.

This position is eligible for a hybrid work schedule, with a combination of onsite and remote work.

Work Location Expectations

At HRI, the nature of hybrid and onsite work varies by position. Some roles require full onsite presence, while others allow a hybrid schedule. Managers determine the specific telecommuting expectations for each role based on operational needs and job responsibilities. If designated as hybrid, you will divide your time between working remotely and reporting onsite. Regardless of telecommuting status, all HRI employees must live within a reasonable commuting distance of their official work location and must reside in one of the following states: New York, New Jersey, Connecticut, Massachusetts, or Vermont.
