The primary purpose of this position is to serve as the Integrated Response Program Manager at an Air Force Major Command or Space Force Field Command (MAJCOM/FLDCOM). The MAJCOM/FLDCOM Integrated Response Program Manager leads the development, implementation, and evaluation of all response efforts to support Comprehensive Airman Fitness and community readiness.

Qualifications:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT:

Degree: behavioral or social science; or related disciplines appropriate to the position.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of laws, regulation, and policies as well as social science principles, concepts and techniques used to evaluate and determine the requirements for response-related programs. 2) Applying knowledge of principles and techniques of social compact system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve accessibility, responsiveness and relevance to the command mission and the needs of its members. 3) Using knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face or equivalent knowledge. 4) Providing knowledge of the budget and cost analysis process, and program planning and budgeting cycles in support of response program requirements. 5) Communicating effectively, orally and in writing, applying knowledge, tact and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues with current automation technology for both military and civilian personnel, to include developing and making presentations before groups. 6) Formulating and conducting assessments and evaluations to implement response plans and apply facilitation skills to specialists in the AFSOC AOR; to analyze problems, conduct research, summarize results, and make appropriate recommendations to senior leadership. 7) Identifying individual and community risk and protective factors, research, analyze, interpret and apply rules, regulations, and procedures in order to determine needed response programing approach to appropriately advise installations to effectively meet the needs of the installation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive and professional knowledge of laws, regulation, and policies as well as social science principles, concepts and techniques used to evaluate and determine the requirements for response-related programs (relating, but not necessarily limited to safety/security, victim advocacy, domestic violence, sexual assault and harassment, suicide, and other acts of interpersonal violence).

2. Knowledge of principles and techniques of social compact system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve MAJCOM/FLDCOM accessibility, responsiveness and relevance to the command mission and the needs of its members.

3. In-depth knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face or equivalent knowledge.

4. Working knowledge of the budget and cost analysis process, and knowledge of program planning and budgeting cycles in support of response program requirements.

5. Ability to communicate effectively, both orally and in writing, applying knowledge, tact and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues with current automation technology for both military and civilian personnel, to include developing and making presentations before groups.

6. Ability to formulate and conduct assessments and evaluations to implement response plans and apply facilitation skills to specialists in the MAJCOM/FLDCOM AOR; to analyze problems, conduct research, summarize results, and make appropriate recommendations to senior leadership.

7. Ability to identify individual and community risk and protective factors, research, analyze, interpret and apply rules, regulations, and procedures in order to determine needed response programing approach to appropriately advise installations to effectively meet the needs of the installation.:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

DUTY 1:

Plans, organizes, and directs the activities of the MAJCOM/FLDCOM Integrated Response Program, ensuring legal and regulatory requirements as well as the needs of all MAJCOM/FLDCOM members, families and communities are met, while complying with all legal and regulatory requirements.

DUTY 2:

Directs activities of command response related program.

DUTY 3:

Enhances the command's response initiatives as the MAJCOM/FLDCOM Subject Matter Expert (SME).

DUTY 4:

Acquires communications, automated feedback mechanisms and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information.

DUTY 5:

Serves as focal point for resource allocation and control; maintains effective liaison with DAF program monitors and installation or organization Resource Manager to ensure accurate and efficient budget execution.
