Job Description

General Statement of Duties: At a professional working level, perform analytical assignments related to workforce initiatives within Rhode Island’s federally funded Rural Health Transformation Program (RHTP). Responsibilities shall include data collection, management, analysis, visualization, and reporting, as well as the integration of findings across workforce projects to inform program implementation and overall workforce strategy.

Supervision: Work under the direction and guidance of the Rural Health Workforce Transformation Coordinator, the Director of Health Workforce Transformation, and/or other senior EOHHS program leadership. Work is performed within established federal and state requirements, program objectives, policies, and procedures, with latitude for the exercise of initiative and judgment in completing assigned responsibilities.

Supervision Exercised: Does not exercise formal supervision.

SCOPE OF WORK

Rural Health Workforce Data and Analysis

Support data collection, analysis, reporting, and evaluation across workforce initiatives within Rhode Island’s Rural Health Transformation Program, including, but not limited to:

  • Pre-employment and incumbent worker job training 
  • Career and Technical Education 
  • Professional Development and Continuing Education 
  • Primary Care Residency 
  • Ladders to Licensure 
  • Clinical Placement Consortium 
  • Recruitment and Retention Incentives 
  • Behavioral Health Certificate for Home Care 
  • Identification and qualification of rural and rural-serving healthcare providers and implementation of related initiatives 

Responsibilities for RHTP workforce initiatives shall include:

  • Develop and maintain data collection, tracking, reporting, and visualization systems for RHTP workforce projects. 
  • Collect, organize, validate, analyze, and integrate data and findings across workforce initiatives. 
  • Support the development of common data definitions, performance measures, reporting standards, and data-quality processes. 
  • Support the identification and qualification of rural and rural-serving healthcare providers and the implementation and monitoring of related initiatives. 
  • Prepare dashboards, reports, presentations, visualizations, and other analytical products. 
  • Translate data findings into actionable information to support program design, implementation, evaluation, and overall workforce strategy. 
  • Support federal grant reporting, performance monitoring, program evaluation, and other state and federal data requirements. 
  • Work with project staff, subrecipients, grantees, vendors, and partners to support the completeness, accuracy, consistency, and timeliness of workforce data. 
  • Research and incorporate relevant state and national workforce, healthcare, education, demographic, geographic, and labor-market data. 
  • Support coordination between RHTP workforce data activities and related EOHHS health workforce and healthcare system planning activities. 
  • Maintain appropriate documentation and handle program and participant information in accordance with applicable confidentiality, data-governance, and records-management requirements. 

REQUIRED QUALIFICATIONS FOR APPOINTMENT

Knowledge, Skills, and Capacity:

Must have working knowledge of data collection, management, analysis, visualization, and reporting, including federal grant reporting and performance-monitoring requirements.

Must have the ability to use spreadsheets, databases, data-visualization platforms, and other analytical tools to integrate information, identify trends, and clearly communicate findings.

Familiarity with State of Rhode Island administrative data, reporting processes, and data systems is preferred. Familiarity with Rhode Island’s healthcare, workforce, education, demographic, geographic, and public-sector landscape is also helpful.

Must have strong analytical, research, writing, organizational, communication, and problem-solving skills and the ability to work effectively with program staff, state agencies, healthcare providers, educational institutions, employers, and other partners.

Education and Experience

Education: Such as may have been gained through possession of a bachelor’s degree from a college of recognized standing in data analytics, statistics, economics, public health, health informatics, public policy, public administration, social sciences, information systems, or a closely related field; and

Experience: Such as may have been gained through employment or internship experience involving data collection, analysis, reporting, research, performance measurement, program evaluation, healthcare, workforce development, education, public service, or other relevant activities.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.


This is a hybrid position. Candidate MUST be local to RI. Projected start date is as soon as possible. Length of contract is at least 1 year. Annual compensation range is $80,000.00 To $95,000.00.
