Reports to (Title): Director of Federal Programs

Location: District 

 

JOB SUMMARY: 

 

The Coordinator of Federal Programs leads innovative family engagement programming, develops strong community partnerships, and supports effective implementation and monitoring of federal grant programming for the district. This position is paid for 100% by federal funds. Should funds no longer be available or the district plan changes, the position may be eliminated to meet the needs of the district.

 

DUTIES/RESPONSIBILITIES:

 

Family Engagement:

 

  1. Collaborate with schools to lead and implement innovative family engagement programming options
  2. Develop new and update existing Parent University initiatives, workshops, videos, and courses in alignment with district goals
  3. Lead district Parent Involvement advisory group composed of families, staff, and community members
  4. Collaborate with the district communications team to publicize parent involvement initiatives and workshops 
  5. Support designated schools in using Title I funds to support expanded parent involvement initiatives, such as summer book distributions 
  6. Attend frequent parent involvement events and meetings around the district, including at night and on weekends as needed
  7. Evaluate efficacy of parent engagement programming and complete reports upon request
  8. Other duties as assigned 

 

Community Resources:

 

  1. Help to coordinate major community resource events, including Back to School Fairs, Fall Family Festival, Festival of Nations, STEAM Extravaganza, and others
  2. Develop relationships and communicate regularly with both new and existing community partners
  3. Help connect community partners with departments and schools through a streamlined process
  4. Collaborate with the district communications team and student services teams to ensure families are aware of and know how to access available resources
  5. Evaluate efficacy of community partnerships and complete reports upon request
  6. Provide grant writing assistance as needed
  7. Attend regular meetings and events with district and community groups, including at night and on weekends as needed
  8. Other duties as assigned

 

Federal Programs Compliance:

 

  1. Support district and schools in effectively implementing federal grant programming and Title I application processes in alignment with DESE guidelines
  2. Assist in collecting, entering, and analyzing data for compliance reporting and to measure efficacy of grant programming 
  3. Assist with non-public school registration, consultation meetings, and services 
  4. Research multiple processes (i.e. federal and state statutes) to ensure all HSD activities comply with regulatory requirements
  5. Assist with budget review, allowability review, and purchasing process for proposed expenditures
  6. Manage materials and ensure schools/departments are in compliance with inventory processes
  7. Provide feedback and help ensure designated School Improvement Plans meet HSD and DESE guidelines
  8. Other duties as assigned

 

MINIMUM QUALIFICATIONS:   

 

EDUCATION/CERTIFICATION:  

Master’s Degree; Department of Elementary and Secondary Education Administrator Certification

 

REQUIRED KNOWLEDGE:  

Knowledge of evidence-based best practices for school improvement and data analysis. Knowledge of evidence-based instructional and engagement strategies for students and adults. Knowledge of best practices for developing and sustaining effective community partnerships. 

 

EXPERIENCE REQUIRED: 

Requires experience with data-driven work requiring close attention to detail, preferably related to compliance reporting and budgeting. Requires successful experience leading adult learning sessions and family/community engagement work in schools.

  • Utilizes Google Workspace and Microsoft Office proficiently
  • Analyzes situations accurately and adopts effective courses of action
  • Maintains discretion and confidentiality in accordance with District requirements and Board of Education policies
  • Exhibits a self-directed, highly motivated approach and the ability to work independently
  • Meets the physical requirements of the position
  • Travels within the district as required (mileage reimbursed)

 

PHYSICAL DEMANDS:  

While performing the duties of this position, the employee is regularly required to stand, walk, sit,  talk and hear. The employee is occasionally required to reach with hands and arms, stoop, kneel, crouch, and to lift up to 25 pounds. Specific vision abilities required included close vision, distance vision, the ability to adjust and focus, and depth perception. Specific hearing abilities required include normal conversation, phone conversation, and isolating voices in multiple conversations.  

WORK ENVIRONMENT/CONDITIONS:  

Works in an office or school environment a majority of the time and is required to work outdoors for a small portion of the day.  

EQUIPMENT / TOOLS/ MATERIALS USED:  

Computer, copier, scanner, projector, telephone, calculator.
