POSITION GOAL

The Chief Operating Officer (COO) is a key member of HACAP’s Executive Leadership Team and reports directly to the Chief Executive Officer (CEO). This position provides strategic and operational oversight of HACAP’s core programs and administrative functions; ensuring excellence in service delivery and alignment with the agency’s mission of helping people develop skills to become successful and build strong communities. The COO supervises all organizational operations that do not report directly to the CEO and provides high-level support and coordination across departments to enhance impact and efficiency.

The COO serves as the primary staff liaison to the Board of Director’s CSBG/Program Committee and represents HACAP to critical partners including the Iowa Division of Community Access and Eligibility and the Iowa Department of Health and Human Services. A strong commitment to the principles of Community Action, as well as deep familiarity with federal and state programs such as the Community Services Block Grant (CSBG), Low-Income Home Energy Assistance Program (LiHEAP), and Weatherization is essential.

SCHEDULE AND WAGE

Monday - Friday 8:00 am - 5:00 pm (some non-traditional hours may be needed). $37.86 - $61.78 hourly depending upon education and experience.

Qualifications

EDUCATION And/or EXPERIENCE

• Bachelor’s Degree in Public Administration, Nonprofit Management, Social Work, Business Administration, or related field; Master’s Degree preferred.
• Minimum of 10 years of progressive leadership experience in a nonprofit, human services, or government setting; community action agency or similar organization preferred.
• Demonstrated knowledge of Community Action Programs such as CSBG, LiHEAP, and Weatherization programs; as well as relevant federal and state regulatory environments.
• Strong financial acumen with experience interpreting and acting upon data.
• Experience applying results-based management frameworks in program oversight and evaluation.
• Demonstrated success supervising multi-program teams and managing complex operations and facilities.
• Excellent interpersonal, leadership, and communication skills with a proven ability to build relationships with diverse internal and external stakeholders.
• Proficient in Microsoft Office, specifically Word, Excel and Outlook.
  
  

CONDITIONS OF EMPLOYMENT

• Current Certified Community Action Professional (CCAP) designation or commitment to obtaining it within 18 months of hire
