DRY DOCK - DOCUMENT CONTROL SPECIALIST
Naval Facilities Engineering Systems Command (NAVFAC) Pacific has awarded DHO JV a $2.8 billion task order – under an $8 billion indefinite-delivery/indefinite-quantity (IDIQ), multiple-award construction contract awarded in November 2021 to DHO JV to replace a dry dock at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility at Joint Base Pearl Harbor.
JOB OVERVIEW:
The Dry Dock Document Control Specialist plays a critical role in supporting the successful delivery of NAVFAC Pacific's Dry Dock Replacement Project at Pearl Harbor Naval Shipyard. This position is responsible for managing and maintaining the project's Electronic Document Management System (EDMS), ensuring all project documentation, drawings, specifications, RFIs, correspondence, and quality records are accurately tracked, distributed, and archived in accordance with contractual requirements and established document control procedures. The specialist serves as a central point of coordination for document flow across project teams, subcontractors, consultants, and stakeholders, helping to ensure timely access to critical information, compliance with project standards, and the integrity and confidentiality of project records throughout all phases of construction. Ideal candidates possess strong organizational skills, experience with document management systems, proficiency in Microsoft Office and Adobe Acrobat, and the ability to work effectively in a fast-paced, large-scale construction environment.
PRIMARY FUNCTIONS & RESPONSIBILITIES:
- Setup, coordination, implementation, population, and maintenance of the project EDMS, project's hard copy files per the project file index.
- Report key deliverables and critical documents for the project.
- Ensure the PDM procedures follow all contractual requirements and other governing requirements.
- Develop procedures in conjunction with other project departments for the electronic transfer of deliverables.
- Maintain document and drawing distribution matrices.
- Processes all drawings, specifications, reports / studies, and calculations to ensure they are logged and accessible within the EDMS and distributed using approved distribution matrices.
- Process all drawings and data received from subcontractors and consultants to ensure they are logged and accessible within the system and distributed using approved distribution matrices (includes Quality documentation)
- Process other miscellaneous revision-controlled project documents and data to ensure they are logged and accessible within the system and distributed using approved distribution matrices.
- Process letters or other project correspondence to ensure they are logged and accessible within the system and distributed using approved distribution matrices.
- Process Minutes of Meetings and other communications to ensure they are logged and accessible within the system and distributed using approved distribution matrices.
- Receives, logs, responds to, and disseminates Request for Information (RFIs) in a timely manner.
KNOWLEDGE & SKILLS USED:
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence. Ability to speak effectively before group situations to customers, clients, and other employees of the organization.
- Proficient in use of Microsoft Office (Word, Excel, Outlook), Adobe Acrobat and document management software.
- Knowledge of engineering drawings and related documents.
- Ability to maintain the confidentiality of sensitive documents and information.
REQUIRED:
- Bachelor's degree in Business Administration or Associates degree with 3 years experience or High School diploma with 5 years experience.
- Minimum 3 years of experience in document control.
