Duties Summary
The Hawaii Housing Finance and Development Corporation (HHFDC) is responsible for the financing and development of affordable housing in the State of Hawaii pursuant to Chapter 201H, Hawaii Revised Statutes. HHFDC is administratively attached to the Department of Business, Economic Development and Tourism (DBEDT), State of Hawaii.
This position is located in the Development Branch. The Development Branch provides overall administration for development, construction, administration, and technical assistance to increase affordable housing for low- and moderate-income households, elderly, and special needs groups. The Branch consists of a Development Section, Development Support Section, and Real Estate Services Section.
The Housing Development Specialist III, supports the Development Section’s efforts in all phases of housing development, including due diligence and acquisition of land, project management and coordination, and supervision of subordinate staff members’ projects with respect to quality and timeliness of work. This position administers HHFDC’s expedited development program, the Dwelling Unit Revolving Fund loan program, and facilitates the development of underutilized land for housing projects.
Minimum Qualification Requirements
Knowledge:
Principles and practices of management and supervision; general economic trends, prevailing land values, building costs, and rental rates; report writing. Private and public infrastructure and housing development, to include, planning; financing; zoning; real estate or property management, land appraisal techniques; environmental issues; the real estate market; and effective communication and negotiation techniques.
Federal, State, and County laws, rules, codes, and regulations pertaining to residential development, land planning, and property acquisition, including environmental compliance; State and County land use regulations; accessibility requirements; departmental rules, policies, and procedures; general concepts and practices relating to infrastructure and housing development, design, and construction; socio-economic factors and policy objectives related to affordable housing; State procurement laws; public relations; and research and problem solving methods and techniques.
Skills/Abilities:
Plan, organize, direct, and coordinate the planning and real estate development activities of all types of housing development projects affecting broad areas of development and community life; exercise independence and provide sound judgment on planning and development matters; negotiate effectively; work effectively with others; meet and deal effectively with contractors, developers, architects, professional engineers, etc.; appraise and evaluate proposals such as loans, development projects and purchases of land/completed units; and communicate effectively orally and in writing. Ability to multitask and have a practical and common-sense approach to problem solving and to effectively coordinate and communicate with others is very important.
Education:
Graduation from an accredited 4-year college or university with a Bachelor’s degree and major preferably related to the housing development.
Experience:
Six (6) years of progressively responsible professional experience in the development of residential projects, public facilities or infrastructure, such as project management or coordination; property management; and community planning, real estate and/or other property/housing development related fields.
Required Licenses, Certificates, ect.:
A valid driver's license is required. Other professional licenses or certificate (law, planning, architectural, engineering, real estate, etc.) although not required are positively considered.
