SALARY RANGE : BU13 | SR20

SALARY RATE: $58,296.00 (Annual Salary) based on the FTE

JOB DUTIES : The Human Resources Specialist (HRS) III (Workforce Development Coordinator (WDC) – Kaua’i County is responsible for overseeing the development, funding, budgeting, implementation, and evaluation of a county strategy for addressing the healthcare workforce priorities of the HHSC Kaua’i Region. This work involves high-level administrative responsibility for assisting the HHSC Kaua’i Region with a diverse range of economic, educational and workforce development program functions. The WDC will be responsible for creating, facilitating and supporting an employer‐led, industry‐sector‐focused education workforce coordination initiative that results in the attraction of talent, and informs worker-training needs to meet the demand from current and prospective employers. This WDC will develop relationships with local businesses and organizations, local school districts and post-secondary institutions, and community partners to identify and raise awareness of pathways and career opportunities in critical occupations. Additionally, the WDC will help to place emphasis on improving the basic skills and employability of workers, providing upskilling/career training in targeted fields, and increasing collaboration and coordination of workforce development efforts. Work is performed under general supervision of the Regional Chief Human Resources Officer (RCHRO), position no. 109573, or their designee with leeway allowed in the exercise of independent judgment. Incumbent must be willing and flexible to work non-traditional hours when needed (evenings and weekends). Does related work as required.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor's degree. Excess work experience as described under the Specialized Experience below or any other progressively responsible administrative, professional or other analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

SPECIALIZED EXPERIENCE: One and one-half (1½) years of professional work experience in one or any combination of human resources functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research. Such experience must show ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a human resources program, and to suggest practical solutions, and otherwise to accept responsibility in the field of human resources administration. Clerical or technical experience in a human resources program involving work which is limited to the application of human resources rules, regulations and procedures in support of the human resources functions described above is not qualifying

SUBSTITUTIONS ALLOWED:

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

  • Possession of a bachelor's degree from an accredited college or university with a minimum of fifteen (15) semester credit hours of course work in human resources administration, human resources and industrial relations or human resources management covering the recruitment and selection process; job evaluation; performance appraisal; employee training and safety; personnel compensation and benefits administration; staffing process; organizational development; labor laws and/or labor relations may be substituted for six (6) months of specialized experience.
  • Possession of a master's degree from an accredited college or university in human resources administration, human resources and industrial relations or human resources management may be substituted for one (1) year of the specialized experience.
  • Possession of a Ph.D. degree from an accredited college or university in one of the fields described above may be substituted for two (2) years of the specialized experience.

SUBSTITUTION OF STAFF SPECIALIST/SUPERVISORY EXPERIENCE FOR SPECIALIZED EXPERIENCE: Excess supervisory or staff specialist experience may be substituted for specialized experience on a year-for-year basis.

QUALITY OF EXPERIENCE: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.

KNOWLEDGE AND ABILITIES REQUIRED:

KNOWLEDGE OF: Working details and basic principles and techniques which apply to one or more human resources specialties; established precedents applicable to assignments received; current practices and trends in human resources management; and the laws, rules, regulations and contracts governing HHSC employees in personnel matters.

ABILITY TO: Exercise judgment, tact, and discretion in applying and explaining policies and procedures; establish and maintain effective relationships with government officials, employees, and the public; present facts clearly both orally and in writing; and assist in difficult appellate or other similar situations.

The cost for physical examinations, except the cost for drug screening, shall be borne by the applicant and not the Hawaii Health Systems Corporation.

If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Compliant and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
