JOB DUTIES : This is a regional position that is located in the Finance - General Accounting department of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region, a public benefit corporation of the State of Hawai’i. HHSC Kaua’i Region consists of Kaua’i Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH), both critical access hospitals; The Kaua’i Region Clinics; and its affiliates.
The Finance - General Accounting department provides a variety of fiscal services, including bookkeeping, billing and collections, budgetary control, purchasing and inventory, and informs administration of financial condition; provides general accounting services, including accounts payable, accounts receivable, payroll, and inventory; and maintains financial data for budget preparation, implementation, and control.
The primary responsibility of the Accountant IV is to ensure the accurate and timely processing of accounting functions for all Kaua’i Region facilities. This includes, but is not limited to, all aspects of regional general accounting procedures, month-end and year-end closing, analytical and reporting reviews, cost accounting, cost reporting, financial statement preparation, reconciliation and balancing of accounts receivable, collections and payments, inventory management, fixed assets, accounts payable, and payroll processing. This position requires processing a large volume of transactions within a limited timeframe and involves regular travel to and from Kaua’i Region facilities, as determined by the Regional Accounting Manager, to perform all aspects of the accounting functions. The position may require working long and irregular hours, including nights and holidays, especially during month-end and year-end closing periods, and may also necessitate providing leave coverage for other lower-level Accountant positions.
The position reports to the Accountant V (Regional Accounting Manager), position number 59225, or their designee.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated, the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.
EDUCATION: Bachelor's degree from an accredited four (4) year college or university with at least 12 semester credit hours in accounting and/or auditing subjects. Relevant substitutions allowed (see below).
EXPERIENCE: Two and one-half (2 ½) years of progressively responsible professional accounting or auditing experience, which may have included teaching accounting at the university level.
CERTIFICATION: Current Certification in Public Accounting (CPA) preferred.
LICENSURE: Possession of a current, valid driver’s license type# 3 preferred.
Substitution of Experience for Education: The following types of experience may be substituted for education on a year-for-year basis:
- Professional, analytical, or administrative experience which did not require the knowledge and application of accounting and/or auditing principles and practices, may be substituted for the Education Requirement on a year-for-year basis providing the applicant can show that he/she has successfully completed at least 12 semester credit hours at the baccalaureate level in accounting and/or auditing subjects from an accredited college or university.
- Professional accounting or auditing experience.
- Responsible experience which involved maintaining general journals and general ledger accounts and related books and accounts, and preparing balance sheets and profit and loss statements, and related accounting and financial reports. Experience of this nature may be gained by performing duties as a principal bookkeeper or other responsible work requiring the preparation and/or analysis of financial statements and accounting reports.
- Any combination of the above.
- Possession of a bachelor's degree from an accredited college or university with a minimum of 24 semester credit hours in accounting subjects may be substituted for one-half (1/2) year of Accounting Experience.
- Possession of a master's degree in accounting or a master's degree with equivalent accounting coursework from an accredited college or university may be substituted for one and one-half (1-1/2) years of Accounting Experience.
- Applicants who possess a valid Hawaii Certified Public Accountant (CPA) Certificate or equivalent will be deemed to have met the Basic Education and Accounting Experience Requirements for at least the class Accountant III. A review of all of the applicant's education and experience is required in order to determine whether an applicant qualifies for higher levels.
