Harvey Nash USA has been engaged to find a talented Technical Specialist/Scientist 4 to support a leading utility client. This role is ideal for an experienced aviation professional with expertise in helicopter flight operations, aircraft dispatch, mission coordination, and FAA regulatory compliance. The successful candidate will play a critical role in ensuring the safe, efficient, and compliant scheduling and execution of aircraft operations while coordinating with pilots, maintenance teams, vendors, and internal stakeholders.
Job Title: Technical Specialist/Scientist 4 – Flight Operations
Location: Chino Airport, 7000 Merrill Ave, Chino, CA 91710
Duration: 2 Month Contract, with extensions
Day-to-Day Responsibilities
- Schedule, coordinate, and oversee daily helicopter flight operations using aviation scheduling systems.
- Serve as the primary point of contact for pilots, maintenance personnel, ground support, and internal business partners.
- Analyze fleet utilization, verify pilot qualifications, and ensure aircraft availability for mission requirements.
- Process flight requests and coordinate external load operations and contractor scheduling.
- Perform weather analysis, Temporary Flight Restriction (TFR) reviews, and risk assessments before authorizing flight releases.
- Coordinate aircraft maintenance schedules and ensure compliance with FAA regulations and company safety standards.
- Monitor mission progress, resolve scheduling conflicts, and reprioritize flights based on changing operational conditions.
- Conduct operational meetings, safety observations, scheduling audits, and support continuous process improvement initiatives.
- Generate operational reports, KPIs, and productivity metrics while maintaining strong relationships with internal teams, aviation vendors, and regulatory agencies.
Must-Have Skills
- FAA Certified Aircraft Dispatcher OR Commercial Pilot Certificate (Required).
- 3 years of helicopter flight operations, aircraft dispatch, or mission coordination experience.
- Strong knowledge of FAA Regulations (14 CFR Parts 91, 133, and 135).
- Experience with aircraft scheduling systems, flight dispatch, and fleet utilization.
- Experience conducting weather analysis, TFR reviews, flight risk assessments, and pilot qualification verification.
Nice-to-Have Skills
- Experience supporting helicopter external load operations.
- Airspace deconfliction experience.
- Experience with Power Apps.
- Operations Control Center (OCC) or Air Operations Center experience.
- Utility aviation or power transmission helicopter operations experience.
- Experience with vendor coordination, KPI reporting, and aviation process improvements.
A reasonable, good faith estimate of the minimum and maximum hourly wage for this position is $40–$45/hr on W2 (depending on experience).
