The position delivers efficient and systematic paralegal support, and assists with compliance efforts. This position coordinates and independently manages a variety of confidential matters of a sensitive nature, including ADA accommodation requests, Section 504 and special education proceedings, personnel investigations, public records and FERPA/CORA responses, charter school application coordination, contracts, board governance, and litigation support. Essential Duties, And Responsibilities
- Legal Document Preparation and Management: Draft, format, proofread, and finalize legal correspondence, memoranda, contracts, board resolutions, policy documents, settlement agreements, subpoenas, and litigation filings. Maintain organized digital and physical filing systems for active matters, closed cases, contracts, and board records. Ensure all documents comply with court rules, district policies, and applicable filing deadlines.
- Calendar, and Deadline Management: Independently manage the legal department workflow, including court appearances, depositions, hearings, manifestation hearings, Section 504 and IEP meetings, mediations, board meetings, and internal consultations. Track all litigation deadlines, statutes of limitations, contract renewal dates, CORA/FOIA public records response timelines, FERPA requests, ADA interactive process timelines, and regulatory filing requirements. Provide timely reminders and prepare materials in advance of all scheduled obligations.
- Communication and Client Relations: Serve as the first point of contact for the legal office, fielding inquiries from district administrators, school board members, principals, parents, outside counsel, opposing attorneys, court personnel, and government agencies. Triage requests appropriately, draft routine responses, and route complex matters to the attorney. Maintain professional, confidential communication at all times.
- ADA Interactive Process Coordination: Support the district's coordinator responsible for engaging staff in the interactive process for accommodation requests under the Americans with Disabilities Act (ADA), the ADA Amendments Act, and Section 504 of the Rehabilitation Act. Receive and triage employee and applicant requests for reasonable accommodation; convene and facilitate the interactive dialogue among the employee, supervisor, Human Resources, and General Counsel; document each step of the process; research and propose accommodation options; track medical documentation, follow-up obligations, and reassessment dates; and maintain confidential ADA case files in compliance with ADA, GINA, FMLA, HIPAA, and FERPA requirements. Educate and coach supervisors and administrators on their obligations under the interactive process, partner with HR and General Counsel to ensure consistent and legally compliant decision-making, and prepare written accommodation determinations and denial letters for review.
- Special Education, Section 504, and Student Discipline Support: Attend Special Education meetings, and 504 sessions as appropriate to provide procedural and documentation support. Support the Special Education team by attending mediations and due process proceedings, organizing exhibits and chronologies, and coordinating with outside counsel. Provide procedural guidance to building administrators relative to the student discipline process, including documentation standards, notice requirements, and FAPE considerations under IDEA and Section 504.
- Personnel Investigations and Compliance Coordination: Provide support to General Counsel and Human Resources on personnel investigations and personnel-related matters, including Title IX, Title VII, Section 504, ADEA, and Rehabilitation Act inquiries. Coordinate complaint resolution on behalf of the district concerning violations of district policy, discrimination, harassment, and other legal matters; advise administrators of the district's procedures for investigating and resolving complaints; and maintain investigation files, witness logs, and findings memoranda.
- Charter School Application Coordination: Edit and format annual contracts with district charter schools and route through review and signature workflows.
- Training, Professional Learning, and Staff Education: Develop training materials, resources, forms, and presentations on legal issues to educate staff regarding rights, responsibilities, and available resources, in order to increase overall compliance. Provide professional learning to other staff members on their legal responsibilities, including ADA interactive process, Section 504, FERPA, CORA, Title IX, and student discipline. Facilitate regular meetings with Deans of Students and building administrators on legal and procedural updates.
- Legislative and Policy Tracking: Track legislative initiatives, review the language of bills, and provide an overview of the impact to K-12 education during the legislative session. Research state and federal legislation and administrative court decisions. Draft, review, and assist development and implementation of district policies, including editing, updating, and maintaining administrative policies in BoardDocs/Diligent, and maintain a tracking system to ensure a cycle of review for all administrative policies.
- Records and Public Records Requests: Assist with processing public records and FOIA requests, including coordinating document collection, redaction of confidential or protected information (such as student records under FERPA), and timely response preparation. Maintain logs of all requests and responses.
- Litigation and Hearing Support: Organize case files, exhibits, and discovery materials. Coordinate with outside counsel on matters where the district is represented externally. Schedule depositions and witness interviews, prepare witness binders, and assist with trial preparation. Attend administrative hearings, board executive sessions, or grievance proceedings as needed to take notes or manage exhibits.
- Board Governance Support: Assist in preparing materials for school board meetings, including legal opinions, draft resolutions, and policy revisions. Maintain records of board actions related to legal matters and coordinate with the board secretary as needed.
- Research and Compliance Support: Conduct complex legal and factual research and analysis of statutes, regulations, legal articles, judicial decisions, district policies, collective bargaining agreements, and other legal sources related to education. Draft legal memoranda to advise on subject matters that impact the district's interests. Monitor and synthesize changes to education law, special education regulations, ADA/Section 504, employment law, and other areas affecting district operations
- Financial and Office Administration: Process invoices from outside counsel and expert witnesses, track legal department budget expenditures, prepare expense reports, and manage office supplies and subscriptions to legal research services.
- Perform other duties as assigned.
- Bachelor's degree in a related field required.
- Paralegal Certification (e.g., Certified Paralegal National Association of Legal Assistants) required, or eligibility for Licensed Legal Paraprofessional (LLP) status in Colorado.
- Minimum three years of related experience as a legal assistant and/or paralegal, preferably in a public sector, education, municipal, or litigation setting.
- Minimum three (3) years of experience required in any of the following areas: 504 compliance, disability services, special education, school leadership, human resources/ADA, employment and/or education law, and/or public administration.
- Demonstrated experience administering ADA accommodation requests and managing the interactive process in a public-sector or educational setting strongly preferred.
- Familiarity with K-12 education law, including FERPA, IDEA, Section 504, Title IX, ADA/ADAAA, and state-specific school code provisions preferred.
- Experience with school board governance, open meetings laws, and public records statutes preferred. Workplace, Title IX, or other non-discrimination investigations experience preferred.
- Notary public commission or willingness to obtain one within ninety days of hire.
- Certified Paralegal credential through the National Association of Legal Assistants (NALA) required, or eligibility for Licensed Legal Paraprofessional (LLP) status in Colorado.
- Bilingual ability preferred.
- Demonstrated proficiency with Microsoft Office Suite, document management systems, electronic court filing systems, BoardDocs/Diligent, and legal research platforms such as Westlaw or LexisNexis.
- Thorough working knowledge of legal terminology, court procedures, and document formatting conventions.
- Thorough working knowledge of Colorado and federal school law as it relates to local government law (especially Board of Education operations); student federal and state constitutional, statutory and regulatory rights and responsibilities; employee federal and state constitutional, statutory and regulatory rights and responsibilities; tort law; contract law; property law; and other areas as needed.
- Strong written and verbal communication skills with exceptional attention to detail.
- Ability to demonstrate absolute discretion in handling confidential and sensitive information involving students, employees, and litigation strategy.
- Strong organizational skills, the ability to prioritize competing deadlines, and sound independent judgment are essential.
- Ability to demonstrate professionalism in interactions with elected officials, district leadership, parents, and the public, often in emotionally charged circumstances.
- Ability to promote and follow Board of Education, Superintendent, school and department policies and procedures. Ability to communicate, interact, and work effectively and cooperatively with people from diverse ethnic and educational backgrounds.
- Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment, and report unsafe conditions to the appropriate administrator.
