POSITION DESCRIPTION
TITLE: Director of Parks and Recreation
Job Summary:
The Director of Parks and Recreation provides leadership and strategic direction for all operations of the Harrison County Parks and Recreation Department. This position oversees a diverse team of full-time, part-time, and seasonal employees across program management, facility maintenance, custodial services, and event operations.
The Director is responsible for planning, developing, and delivering recreation programs and facilities that meet community needs, while ensuring sound fiscal management, operational efficiency, and alignment with County policies. Work is performed under the general direction of the County Administrator, with considerable independent judgement required to achieve departmental goals and respond to community expectations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include but are not limited to:
· Directs the recruitment, training, supervision, evaluation, and discipline of departmental staff with the advice and consent of the Harrison County Commission.
· Develops and manages the annual operating budget for the Parks and Recreation Department; monitors expenditures and ensures compliance with financial policies.
· Oversees the inspection, maintenance, and improvement of all County parks, facilities, trails, and event centers to ensure safety, cleanliness, and functionality.
· Provides oversight of purchasing, inventory, and resource allocation for departmental operations.
· Leads long-range planning and capital improvement initiatives, including master plans, site development, and grant-funded projects.
· Develops and promotes recreation programs, services, and public engagement campaigns to foster community involvement and awareness.
· Prepares and presents reports, recommendations, and updates to the County Administrator.
· Establishes and implements cost recovery and sustainability strategies in coordination with County leadership.
· Maintain accurate records, reports, and compliance documentation.
· Represents the County at community events, regional planning efforts, and intergovernmental meetings.
· Performs related duties as assigned.

KNOWLEDGE AND SKILLS:
· Comprehensive knowledge of public parks and recreation management, including program planning, facility operations, and community engagement.
· Strong understanding of building and ground maintenance practices, safety standards, and regulatory requirements.
· Ability to develop and manage budgets, contracts, and capital effectively.
· Ability to lead, motivate, and develop a diverse team of employees.
· Strong interpersonal and communication skills, both oral and written, with the ability to build positive relationships with government officials, civic organizations, staff, and the public.
PHYSICAL REQUIREMENTS (with or without reasonable accommodations):
· Office work with computer use, and report preparation.
· Walking, bending, lifting up to 40 lbs., and outdoor site visits in varying weather conditions.
· Requires operation of a County vehicle
MINIMUM QUALIFICATIONS:
· At least five (5) years of progressively responsible supervisory experience in parks and recreation management, facility maintenance, or related fields.
· Equivalent combinations of education, training, and experience may be considered.
· Valid driver’s license required.
