Duties and Responsibilities:
- Program Development: Design, implement, and oversee workforce development programs that prepare individuals for successful careers. This includes conducting needs assessments and collaborating with workforce development organizations to implement programs within Harris County Precinct One.
- Develop and implement innovative workforce development programs that address the specific needs of underserved populations, including those facing challenges related to skill gaps, education, conflict resolution, and organizational skills.
- Coordinate engaging workshops and training sessions on topics such as job readiness, resume writing, interview skills, workplace etiquette, and financial literacy in conjunction with Precinct One community centers.
- Partnership Building: Establish and maintain relationships with employers, educational institutions, and community organizations to create pathways for job seekers. This involves collaborating with local businesses to identify workforce needs and opportunities for internships or apprenticeships.
- Collaborate with community partners, including social service agencies, educational institutions, and government agencies.
- Participant Recruitment: Recruit participants for workforce programs, particularly targeting underserved populations or individuals facing barriers to employment. This may include outreach efforts to community organizations and potential participants.
- Resource Development: Support the development and maintenance of relationships with community partners, funders and potential donors.
- Monitoring and Evaluation: Track program outcomes adjusting programs as necessary to improve effectiveness and meet community needs. Prepare reports for funders, stakeholders, and internal leadership.
- Other duties as assigned.

Requirements
Education:
- Bachelor's degree in social work, human resources, education, or a related field.
- Strong communication, organizational, interpersonal and presentation skills.
- Ability to adapt communication and engagement strategies to diverse audiences.
- Strong networking and relationship-building abilities.
- Familiar with HR practices and principles.
- Familiarity with local labor market trends and community resources.
- Knowledge about economic empowerment in under resource communities.
General Information
Position Type and Typical Hours of Work:
- This position requires evening and, on occasion, weekend hours to accommodate community programs, services, and events.
- This role requires frequent travel between multiple community centers and program sites within Precinct One.
- Standard duties are performed in an office or community center environment, with occasional work outdoors during events or recreational programming.
- Requires presence during emergencies, natural disasters, or urgent operational matters (e.g., warming/cooling center setup or supply distribution).
- Fast-paced, community-focused setting with frequent interruptions and changing priorities.
- Must be able to travel frequently between community centers and program locations within the precinct
- Prolonged periods of walking or standing while visiting program sites or supporting events
- Occasionally required to lift and move materials or equipment up to 25 pounds
- Ability to work both in standard office environments and active, program-based settings (e.g., gyms, pools, classrooms)
- Must be able to respond quickly and safely in emergency situations
