Position Overview:
The Portfolio Manager, Public Health Infrastructure is responsible for the governance and performance of Harris County Public Health's Public Health Infrastructure Grant (PHIG), a foundational investment in public health infrastructure to state and local health departments nationwide. This role serves as the internal facilitator of all PHIG activities, maintains a current view of PHIG progress, and works with both internal and external stakeholders to remove any implementation roadblocks.

This role serves as the internal facilitator of all PHIG activities, maintains a current view of PHIG progress, and works with both internal and external stakeholders to remove any implementation roadblocks.
Duties & Responsibilities:
- Manage grant governance framework, including creating and updating budgets, work plans, and performance measures for all grant-funded projects.
- Communicate with internal stakeholders to push progress of grant-funded activities and remove roadblocks as needed.
- Build and maintain effective working relationships between the CDC and internal stakeholders.
- Track budget and expenditures to forecast surplus throughout the end of the grant period.
- Write and submit grant notes, amendments, and other formal communications to communicate changes to the grant.
- Handle all required reporting on grant activities, including progress reporting, financial reporting, and performance measure reporting.
- Identify and develop new project ideas that meet current needs of HCPH divisions and offices.

Requirements
Education:
- Master’s Degree from an accredited college in public health, public policy, public administration, evaluation, business administration, data science, or related field and 5 years of experience managing public health, or public service projects.
- Bachelor's Degree from an accredited college in public health, public policy, public administration, evaluation, business administration, data science, or related field and seven (7) years minimum in managing public health or public service projects in lieu of a Master's Degree.
- Exceptional communication skills including effective writing and presentation skills
- Knowledge of project management best practices.
- Knowledge of grant requirements, including both local and federal guidelines.
- Skills in establishing and maintaining effective and collaborative relationships with persons, groups, and organizations across a variety of disciplines.
- Skills in project, financial, and grant management.
- Ability to organize and work independently on time-sensitive projects .
- Ability to solve a variety of complex problems in the absence of technical guidelines and when creative thinking is required .

General Information
Position Type and Typical Hours of Work:
- Full-Time | Grant-Funded Position.
- Monday – Friday | 8 am – 5 pm
- May require to work weekends and possible evenings.
- Work environment is typically in an office environment but may require infrequent travel and interaction with the community at public events.
- This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
- May have to manually set up and tear down equipment as the mobile clinic requires.
