Position Description

Position Overview:

The Development Services & Permits Division facilitates safe and responsible development, construction, and occupancy of buildings and properties in our community. In 2023, the division issued over 57,000 permits with a construction value of $11.15B. In addition, the division conducted over 41,000 inspections and almost 85,000 plan reviews. We strive to provide prompt, courteous service to our customers while ensuring compliance with all applicable laws and regulations. Our goal is to promote public safety, protect the environment, and support economic growth through permit issuance and inspections. We are committed to transparency, accountability, and continuous improvement in all aspects of our operations. Inspects construction and pursues compliance regarding plans and specifications set by the rules and regulations of Harris County as administered by the Permits Group.

Job Duties:

  • Work outdoors in all types of weather and varying ground conditions.
  • Observe and document all phases of construction activities.
  • Climb in and out of storm sewer manholes and inlets, as required.
  • Walk and stand for extended periods of time.
  • Ensure proper operation, care, and basic maintenance of an assigned vehicle.
  • Provide disaster recovery and emergency response support, as assigned.
  • Perform additional duties during emergency situations impacting the community, including hurricanes and flooding events.
  • Carry out other related duties as assigned.

Requirements

Education:

  • A high school diploma or G.E.D. equivalent is required.


Experience:

  • A minimum of two (2) years of experience/background in engineering-related design, construction, real property, or a closely related field.


OR

  • Bachelor's or Associate's Degree from an accredited university with major coursework in Engineering, Architecture, or other closely related field.


Knowledge, Skill, & Abilities (KSAs):

  • Strong written and verbal communication skills, with the ability to communicate effectively with the public.
  • Excellent organizational skills to maintain accurate records and files.
  • Basic computer skills, including proficiency with Microsoft Office (Word, Excel, Outlook), and the ability to quickly learn department-supported applications.
  • Ability to read and interpret construction drawings and topographical maps.
  • Knowledge of regulatory agencies and their impact on architecture and engineering planning.
  • Ability to operate standard office equipment.
  • Ability to prepare clear and professional written business correspondence.
  • Strong multitasking skills with keen attention to detail.
  • Valid Texas Driver’s License upon hire with a good driving record.
  • Ability to provide and maintain proof of automobile liability insurance as a condition of employment.

Preferences

Education:

  • Bachelor's or Associate's degree from an accredited college or university with major coursework in Engineering, Architecture, or other closely related field.


Experience:

  • Experience working in a position that requires understanding and implementation of rules or regulations.
  • Construction experience.
  • Previous government employment, especially in areas that involve the administration of regulations.


Knowledge, Skills, & Abilities (KSAs):

  • Intermediate or higher level knowledge of construction techniques or engineering design.
  • Bilingual- Spanish and/or Vietnamese.
  • Excellent organizational skills.


General Information

Position Type, and Typical Hours of Work:

Full-Time | Regular | 40 hours per week.

7:00 a.m. - 4:00 p.m. | Monday - Friday

Subject to Early Mornings, Evenings, Weekends & Holidays as Needed

Salary: Commensurate with experience, based on 26 pay periods.

Physical Demands:

  • Ability to work for extended periods in hot, cold, or inclement weather. Ability to lift maps, plans, and specifications related to the inspection process. Ability to stoop or crouch during the inspection process as necessary.
