Position Overview:
Under the supervision of the Administrative Fuel Manager, the Fuel Coordinator will be a certified A&B UST operator to keep county fuel stations TCEQ compliant, trouble shoot and fix fuel related issues at county owned fuel stations. Provide customer support for various agencies regarding fuel cards, fuel pins and fuel usage reports. Will also assist with the administrative duties pertaining with the fuel management systems and preparing the monthly billing to charge back county departments for fuel usage.
Job Duties and Responsibilities:
Prepare fuel usage reports requested by different county departments.
Help validate and pay invoices for the fuel department.
Help with fraud monitoring and prevention at commercial fuel stations.
Ensure that all PST systems are compliant with applicable TCEQ and EPA requirements
Perform daily reconciliation for those tank systems that require this as part of leak detection
Identify any tank systems that may be leaking and report to HCED for further action.
Perform 30-day inspections as required by TCEQ (sumps, spill buckets, spill kits, Stage 1 vents, drop tubes). Additionally, check stations weekly for preventive maintenance.
Liaise with vendors to ensure required testing is performed in accordance with specified timelines.
Post Delivery Certificates annually.
Pull necessary reports to demonstrate compliance (CSLD and interstitial monitoring).
Produce required documentation when requested by TCEQ.
Be present for TCEQ inspections.
Be prepared to respond to fuel issues 24/7, especially during disasters.
Monitor fuel stations and levels regularly during disasters.
Provide status reports to management for County-wide distribution, as directed.
Maintain regular communication with fuel vendors (wholesale and commercial) to ensure adequate fuel availability.
Troubleshoot issues (dispensers, card readers, tank monitors) reported by customers and repair/replace as necessary or contact vendors for assistance.
Repair or replace any damaged or malfunctioning hanging hardware (hoses, nozzles, breakaways, swivels, filters)
Prepare fuel orders as needed.
Issue fuel PINs as requested by customers.
Deactivate drivers’ fuel PINs when notified of their transfer or termination
Issue fuel cards as requested by customers.
Deactivate fuel cards for wrecked or auctioned equipment.
Validate weekly fuel pricing and input into in-house fueling system.
Identify and correct problem fuel transactions
Investigate fuel transaction exceptions as needed.
Prepare Off-Road and Inventory reports.
Liaise with customer departments, vendors, and partner agencies as needed.

Licensure:

Position Type and Typical Hours of Work:
Forty (40) hours per week.
Monday through Friday, 8:00 AM - 4:30PM.

Salary:
Commensurate with experience.
Based on 26 pay periods.
Work Environment:
Must be able to work in hot and cold conditions and/or tight places.
Will also spend days doing field work when doing fuel inspections and repairs, so will be outside in all weather conditions most of the time.
Physical Demands:
Some duties would require the ability to lift up to 50 pounds and bending & standing for periods at a time.
Travel may be required.
Employment may be contingent on passing a drug screen and meeting other standards.
