The Chief of Staff is a senior leadership position responsible for supporting the County Administrator in advancing strategic priorities, coordinating major initiatives, and strengthening operational alignment across Harris County departments. Reporting directly to the County Administrator, the Chief of Staff serves as a strategic advisor and operational partner responsible for translating executive priorities into actionable plans and ensuring effective coordination across departments and leadership teams. The role functions as an extension of executive leadership, facilitating communication, managing high-priority initiatives, and ensuring that projects aligned with Commissioners Court priorities are executed effectively.

Duties and Responsibilities:
Strategic Planning & Executive Coordination
- Serves as a strategic advisor and operational partner to the County Administrator in the development andexecution of countywide priorities and initiatives.
- Translates executive vision and strategic priorities into operational plans, project timelines, and measurable deliverables.
- Tracks high-priority initiatives and monitors progress to ensure alignment with Commissioners Court directives and organizational objectives.
- Identifies potential operational challenges or risks and works with leadership to develop solutions and mitigation strategies.
- Coordinates cross-departmental initiatives and facilitates collaboration between County departments,leadership teams, and external stakeholders.
- Leads and oversees strategic projects and initiatives on behalf of the County Administrator.
- Organizes and manages cross-functional project teams to ensure effective implementation of major initiatives.
- Monitors project milestones, performance metrics, and timelines to ensure projects remain on track and aligned with strategic priorities.
- Coordinates the development of reports, analyses, and updates related to priority initiatives and organizational performance.
- Prepares executive briefing materials, presentations, reports, and memoranda for the County Administrator and Commissioners Court.
- Facilitates communication between executive leadership and County departments to ensure alignment and coordination of priorities.
- Assists in developing strategic communications, internal messaging, and policy updates related to major initiatives.
- Organizes leadership meetings, agendas, and action items to support effective decision-making and follow-through.
- Serves as a liaison between the Office of County Administration and County departments, partners, and external stakeholders.
- Builds and maintains strong relationships with department leadership to support effective collaboration and project execution.
- Supports organizational planning efforts and leadership initiatives that strengthen operational effectiveness and service delivery.
- Promotes a culture of accountability, collaboration, and high performance across County leadership teams.
- Monitors priority action items and ensures timely follow-up on executive directives and strategic initiatives.
- Provides oversight and coordination for internal leadership meetings and organizational planning sessions.

- Bachelor’s degree in Public Administration, Business Administration, Organizational Leadership, Public Policy, or a related field.
- Minimum of seven (7) years of progressively responsible experience in strategic planning, program management, public administration, or executive operations.
- Demonstrated experience managing complex projects or initiatives across multiple departments or stakeholders.
- Strong experience in strategic planning, operational coordination, and executive leadership support.
- Strong strategic planning, project management, and organizational leadership capabilities.
- Exceptional written and verbal communication skills, including the ability to prepare executive-level reports,presentations, and policy documents.
- Ability to analyze complex operational challenges and develop practical, results-oriented solutions.
- Demonstrated ability to manage large-scale initiatives and coordinate cross-departmental teams.
- Strong analytical and critical thinking skills with the ability to synthesize information and present clear recommendations to leadership.
- Ability to build collaborative relationships with senior leaders, department staff, and external stakeholders.
- Ability to manage multiple high-priority initiatives simultaneously while maintaining attention to detail and meeting deadlines.
