The Klein Fire Department is seeking applications for an experienced HR Generalist to join the Administration Team.
Klein Fire Department is a rapidly growing combination department in northern Harris County. The department covers 49 square miles with a population over 175,000 and operates from eight fully staffed stations with about 200 members. In 2018, the department achieved a Class 2 ISO ranking and is one of 332 departments in Texas and 1,964 nationwide to receive the ISO Class 2 recognition.

Compensation and Benefits
- This is a full-time, salaried, exempt position.
- This is an in-house position and NOT REMOTE.
- Salary ranges from $55,000 to $80,000 depending on experience and qualifications.

General Statement of Responsibilities
Under direct supervision of the General Manager, this position will be the administrator of multiple human resources objectives. Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers, and state and federal agencies.

Essential Job Functions
- Is familiar with all expectations, policies, and standard operating procedures of ESD 16.
- Point of contact for volunteers, employees, supervisors, managers, chiefs, and commissioners on various human resources related inquiries and elevates as needed.
- Generates official documents such as offer letters, promotion letters, employee status change letters, or separation letters.
- Responds to various requests and surveys including verifications of employment and wage statements.
- Administers leave of absences, including FMLA, in conjunction with workers compensation, short or long term disability, and other related programs.
- Administers benefit enrollments, change requests, and assists with annual open enrollment.
- Assists with or manages recruiting, onboarding and offboarding processes, procedures, and communications.
- May prepare, review, process, and explain correspondence, reports, forms, and transactions for various Human Resources programs.
- Researches, analyzes, and assists with various human resources issues; may provide solutions and recommendations to Department management.
- Updates, monitors, and maintains digital files for personnel records, various claims, and related files.
- Remain knowledgeable of applicable rules, regulations, policies, and procedures.
- Consult and coordinate with external consultants regarding interpretation of rules, regulations, and laws to ensure ESD 16’s compliance with state and federal laws and regulations.
- Provides monthly, quarterly, and annual reports and statistics as requested.
- Performs other duties as assigned.
Required Knowledge and Abilities
Required Knowledge
- Solid understanding of fundamentals and best practices across multiple disciplines of Human Resources.
- Strong knowledge of state and federal employment laws and practices.
- Working knowledge of benefits, payroll processing, and leave management.
- Strong empathy, leadership, coaching, and interpersonal skills.
- Strong knowledge and working experience with Human Resource Information Systems (HRIS). Paycor experience highly preferred.
- Experience and proficiency with Microsoft Office products including MS Outlook and MS Teams.

Required Education and Experience
- Minimum of 1-2 years’ progressive experience in multiple areas of Human Resources for a mid-size (50-150 employees) or larger organization. Over 2 years’ experience is preferred but not required.
- Bachelor’s degree in human resources or related field is preferred but not required.
- Human Resources Certification – PHR/SPHR or SHRM-CP/ SHRM-SCP is preferred but not required.
- An equivalent combination of higher education, certification, and experience may be considered.
Additional Requirements
- Requires a comprehensive background investigation to include a local, state, and federal criminal history check and sex offender registry check.
- Requires substance/controlled substance testing.
Physical Environment
- Performance of essential functions will most often be performed in the office and will involve sitting for prolonged periods of time.
