POSITION SUMMARY:
An employee in this position performs managerial, administrative, and direct implementation of operational policies for Transportation of Harnett County. This includes: creating and amending pre-established Department policies and procedures; maintaining and administrative database on the Department’s fleet; developing and implementing an ongoing training plan for vehicle operators; assisting management in supervising driver performance and compliance with established standards; conducting and documenting safety inspections; assisting management in planning, organizing, and coordinating transportation services; monitoring vehicle spending trends, route evaluations, and implementation; and performing other administrative and technical work assigned.
Hiring Minimum Salary: $36,696.00ESSENTIAL FUNCTIONS OF THE POSITION:
- Assists management in developing and evaluating transportation service provisions.
- Maintains records; assists in recordkeeping.
- Maintains all safety inspection records for organization.
- Serves as the designated Safety Officer for Harnett Area Rural Transit System (HARTS) and is a member of the Harnett County Emergency Management Team.
- As Safety Officer, conducts and documents safety inspections on contracted vendors in accordance with NCDOT/PTD required specifications.
- Monitors vehicle maintenance schedule and vehicle replacements to maintain fleet integrity.
- Reports potential areas of expansions to meet the continuing needs of County citizens.
- Supervises and coaches vehicle operators; assists with vehicle operator selection; and ensures that drivers comply with standard operating procedures.
- Works flexible and irregular schedules.
- Operate vehicles as required.
- Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Associate’s degree in business administration, transportation planning, or a related field;
- Two (2) years of related work experience in transportation planning and management;
- Or equivalent education and/or experience.
- Possession of a valid North Carolina driver's license.
- Possession of a good driving record.
- Possession of a Certification in CPR desired; and
- Possession of a Certification in First Aid is desired.
KNOWLEDGE, SKILLS, and ABILITIES:
- Knowledge of Access, MS Word, Excel, and Outlook.
- Knowledge of safety and transportation regulations related to job duties.
- Skill in using a computer.
- Skill in communicating, both verbally and in writing.
- Ability to work with a team.
- Ability to make decisions.
PHYSICAL DEMANDS:
Must be able to perform sedentary work and occasionally exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects. This work also involves the physical abilities of perceiving sounds at normal speaking levels, lifting, having manual dexterity, using mental acuity, reaching, speaking, and standing, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to analyze data, conduct safety inspections, operate a vehicle, and use a computer.
WORK ENVIRONMENT:
The employee is subject to hazards associated with public transportation, including working in both inside and outside environments in hot and cold weather. Duties may expose the employee to human body fluids, thus the work is subject to OSHA requirements on blood borne pathogens. Requires working a flexible and sometimes irregular schedule.
