Position Summary
The Quality Assurance/Trainer position carries administrative and supervisory responsibilities for the Adult Medicaid Unit. This position will be responsible for providing quality assurance, technical expertise and continuous training for the Adult Medicaid Unit. The Adult Medicaid QA/Trainer will assist in supervising IMC I, IMC II, and IMCW III caseworkers. This position reports to the Program Administrator.
Hiring Range: $49,177.00

Knowledge, Skills, and Abilities:
Thorough knowledge of income maintenance program assigned. Considerable knowledge of all agency and community programs and services which could affect the client/applicant. General knowledge of all income maintenance programs. Good mathematical reasoning and computational skills. Ability to read, analyze, and interpret a variety of regulations, policies and procedure of varying complexity. Ability to work independently and prioritize work. Ability to instruct and evaluate the work of lower level employees. Ability to train employees in new and existing rules, regulations, policies and procedures. Ability to understand the needs and problems of clients/applicants. Ability to perform caseworker function under and within structured time frames.
Education/Certification
Two years of experience as an Income Maintenance Caseworker with Adult Medicaid Applications and Recertifications; or an equivalent combination of training and experience.
SUPPLEMENTAL INFORMATION
Work Environment/Location/Physical Demands:
Employees are periodically subject to working with agitated clients. Clients may at times be verbally abusive due to their extreme situations or their emotional problem, but physical harm is unlikely on an ongoing basis.
Location:
This position will work out of the DSS building.
Physical Demands
Are that of a typical office environment (uses a calculator, computer, copy machine, scanner, all databases provided by the NCDHHS as well as systems provided by the county). The employee is responsible for reviewing policy changes and training materials. The employee will attend all unit, agency, state, region and conference meetings scheduled.

Responsibilities:
- Conduct in-depth audits and second party reviews of applications, recertifications and changes completed by all caseworkers in the Adult Medicaid Unit.
- Work closely with the supervisors and lead worker to communicate trends and recommendations for corrective action and trainings.
- Work with administrators to prepare for state audits and compile necessary documentation requested by auditors/monitors.
- Write, design and continuously develop training material for new hires and current employees
- Conduct new hire and refresher training for staff within the Adult Medicaid Unit
- Conduct second party reviews at 100% for new hire/probationary employees
- Maintain awareness of state and agency policy changes across all public assistance programs within Economic Services
- Advise and direct staff on policies and regulations of income maintenance program(s) and NCFAST.
- Planning (5% of the time): Employees plan the short and some long-range work operations, priorities, and goals within the unit and/or sub-units supervised
- Organizing and Directing (10% of the time): Employees assign and balance workloads within the unit and/or sub-units and coordinate overall workflow. Work requires employees to develop procedures and to assist with minor organizational changes and recommend other changes to improve efficiency.
- Training (30% of the time): Employee provide on-the-job training as well as some training needs assessment and arrange for employees to attend workshops and other job related training.
- Setting Work Standards (5% of the time): Employees are responsible for ensuring that staff adhere to Federal and State standards with regard to the quality of work required in processing income maintenance cases. Employees have input and impact on setting internal agency standards for those income maintenance programs under their supervision.
- Reviewing Work (40% of the time): Employees will be responsible for conducting second party reviews through the random sampling and evaluation of applications and ongoing cases processed by staff. Employee will use quality assurance reports, State error printouts, and evaluate the overall performance of staff assigned to their unit.
- Counseling and Disciplining (5% of the time): Employees assist in mentoring and counseling staff regarding performance and grievance policies and may have the authority to assist in issuing oral and/or written warnings. Employee makes recommendations on dismissals to a higher level supervisor.
- Performing Other Personnel Functions (5% of the time): Employee is responsible for evaluating staff performance and making recommendations to a higher level supervisor or program administrator on merit raises, reassignments, and salary adjustments. Employees may interview applicants, usually with higher level management.
