Position Summary

POSITION SUMMARY:

An employee in this position performs supervisory, administrative, and technical work in the management and operations of Harnett County Emergency Medical Services. This position serves as Chief over HCEMS and Administrator over the entire Harnett County EMS System, which includes County of Harnett employees and local fire/rescue squad personnel. This includes: planning, organizing, and coordinating the activities of HCEMS as well as for all agencies providing emergency medical response and patient transport in the County; budget preparation and administration, grant-writing and administration; performing scheduled and unscheduled inspections of EMS providers in the County; and acting as a liaison with the County for other non-governmental medical service providers. This employee also serves as the safety officer for the EMS division. The employee has extensive public contact, and the work requires a variety of technical and detailed knowledge, and considerable independent initiative and judgment. The employee may also work as a paramedic when needed. This position reports to the Emergency Services Director and is evaluated through conferences, results of work, reports and partner and public feedback. EMS Chief fulfills duties of the Emergency Services Director in the absence of the Emergency Services Director/Deputy Director.

Hiring Range: $90,029.00 to $104,659.00 based on education and experience

Duties And Responsibilities

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Plans, organizes, and directs the activities of staff and Department.
  • Supervises call response and transport activities.
  • Must be able to drive and operate a vehicle to travel as needed.
  • Researches and develops new policies and procedures implemented into the EMS system;
  • Researches, recommends, and obtains needed capital equipment and other supplies for the Department; coordinates equipment being placed in service; and ensures proper maintenance of equipment.
  • Assists in the preparation of the Department’s annual operating budget by completing the EMS Division’s annual operating and capital improvement budget to include funding for agencies and providing medical services in the County.
  • Supervises call response and transport activities.
  • Serves as Department’s DEA representative responsible for all controlled substances.
  • Interviews applicants; grants leave requests; makes recommendations on routine personnel matters affecting subordinates; completes performance evaluations on subordinates and initiates disciplinary actions when appropriate.
  • Provides liaison services between the department and the hospital and other public safety agencies (both paid and volunteer).
  • Investigates complaints pertaining to conduct or quality issues for Department and County EMS personnel; responds to questions and information about the services.
  • Coordinates daily, monthly, and quarterly peer review quality assessment for County wide services.
  • Performs scheduled and unscheduled site and equipment inspections for all County EMS services.
  • Ensures the maintenance and completion of records, reports, and other information required in this field.
  • Ensures the maintenance of equipment including purchases of ambulances and other necessary equipment.
  • Makes oral presentations to civic, community, church, or other groups regarding emergency services and related safety topics.
  • Acts as the EMS representative at the Emergency Operations Center when necessary.
  • Oversees Harnett County EMS Education Institute.
  • Oversees multiple divisions within EMS division to include, Operations of emergency and non-emergency transports; Training, Logistics; Compliance, Billing and Community Paramedic.
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree in emergency medical services or a related field;
  • Five (5) years of emergency medical services experience including supervisory experience;
  • Or equivalent education and/or experience;
  • Possession of a valid North Carolina driver's license; and
  • Possession of a current Paramedic Certification from the North Carolina Office of Emergency Medical Services;
  • Possession of other certifications such as BLS, PALS, ACLS, PHTLS and/or ITLS, EVD and/or EVOC or equivalent, and HazMat may be required and
  • Possession of ICS, 100, 200,300, 400, 700, and 800 is desirable.

KNOWLEDGE, SKILLS, And ABILITIES

  • Knowledge of federal, state, and local policies, procedures, and regulations pertaining to emergency services including fire and rescue operations.
  • Knowledge of human resources principles.
  • Knowledge of resources available for emergency assistance from local, state, and federal agencies.
  • Knowledge of emergency medical practices and procedures.
  • Skill in communicating, both verbally and in writing.
  • Skill in developing and delivering presentations.
  • Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.
  • Ability to prepare reports and make effective public presentations.
  • Ability to react quickly, effectively, and professionally in emergency situations.
  • Ability to use sound judgment and determine best options and decisions for handling emergency matters.
  • Ability to establish and maintain effective working relationships with law enforcement agencies, volunteer fire services, public officials, hospitals, schools, and general public.
  • Ability to supervise the work of others.
  • Ability to supervise an EMS System including knowledge of budgeting, personnel, and purchasing requirements
  • Ability to obtain and maintain privileges to function through HCEMS System Medical Director’s medical oversight.

SUPPLEMENTAL INFORMATION

Physical Demands

Must be able to perform heavy work exerting up to 20 pounds of force to lift, carry, push, pull, or otherwise move objects; frequently requiring 50 pounds of force to move objects; and occasionally requiring to exert up to 100 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to read extensively, operate a variety of medical equipment, to inspect patients and monitor equipment, to administer medications, to operate a computer, and to inspect and assemble use of measurement of devices work with color or depth perception, determine accuracy, and make visual inspections.

Work Environment

The employee works both in an office setting and in the field as a Paramedic where the employee is subject to the exposed to the normal hazards of emergency rescue work, including risk of exposure to human body fluids and infectious diseases. Subjected to both inside and outside environmental conditions, exposure to extremes in temperatures, noise, vibrations, hazards associated with emergency medical work including exposures to fumes, odors, dusts, mists, gases, poor ventilation, and oils. Because of the nature of the work, the employee is exposed to human blood and is subject to the OSHA requirements on blood borne pathogens.
