POSITION SUMMARY



Harnett County is currently recruiting for an Election Technician to provide administrative and technical support in the office of the County Board of Elections for Harnett County. This includes performing administrative and technical tasks such as processing voter registration forms, training of election workers, preparing and maintaining election materials, and programming and testing equipment.
Hiring Range: $44,604.00

DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Verifies the accuracy of voter registrations and requests, manages incomplete applications, and processes pre-registration in accordance with current laws and regulations.
  • Ensures election laptops and voting machines are updated, maintained, tested, and properly configured to ensure compliance of voting regulations and safety guidelines.
  • Coordinates the delivery of electronic voting machines, equipment and supplies throughout the County.
  • Conducts and maintains inventory on election supplies and election equipment.
  • Inspects polling sites for compliance with all federal and state laws, including voting and disability access requirement.
  • Assists with the proper assembly of precinct supplies and ballot packages for distribution to the election boards.
  • Prepares and conducts equipment training for election workers.
  • Maintains election workers database for all election cycles.
  • Responds to public inquiries for information; compiles data and generates special election reports for political parties, the media and the general public.
  • Uploads, prints, and verifies elections results.
  • Assists with filling of candidates, collection of fees, and notarizing documents.
  • Creates and/or proofs printed materials for citizens and election sites.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma or equivalent;
  • Two (2) years of administrative or clerical experience;
  • Or equivalent education and/or experience; and
  • Possession of a valid North Carolina driver's license;

Knowledge, Skills, and Abilities:

  • Basic knowledge of North Carolina General Statues and Board of Election guidelines governing elections.
  • Working knowledge of standard office practices, procedures and equipment.
  • Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software.
  • Ability to analyze, interpret, recommend, and implement policy and procedural guidelines.
  • Ability to work with precision and to accurately audit the work of others.
  • Ability to instruct and explain standards and procedures.
  • Ability to exercise sound judgement in handling stressful situations.
  • Ability to communicate effectively in both oral and written forms, and provide information correctly and concisely.
  • Ability to establish and maintain effective working relationships with the public, officials, citizens, staff and the general public.

SUPPLEMENTAL INFORMATION

PHYSICAL DEMANDS:

Must be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 50 pounds of force to move objects. This work also involves the physical abilities of balancing, crouching, feeling, grasping, handling, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or observe facilities, operate motor vehicles or equipment, and inspect defects or fabricate parts.
