What are the responsibilities and job description for the Distribution System Crew Leader position at Harnett County, NC?
Harnett Regional Water is currently recruiting for a Distribution Systems Crew Leader to supervise the work of an assigned crew and to perform difficult skilled work in the construction, maintenance, and repair of water distribution and/or sewer collection system lines, pumping stations, taps, and appurtenances. This employee also performs skilled heavy equipment operation duties. This employee works under limited supervision of the Distribution and Collections System Supervisor.
- Coordinates and participates in the installation, repair, construction or replacement of water and sewer lines and facilities including meters, valves, hydrants, pumps, or motors; connects and disconnects water service; investigates leaking water meters; makes water and sewer taps; installs or meters, valves and hydrants.
- Operates construction equipment such as backhoes, loaders, sewer rodders, trenchers, boring equipment, cranes, etc. in locations requiring special skill and care including around underground utilities, overhead lines and tree limbs.
- Operates trucks to pump sewerage from man holes and septic systems; operates jet flushing and rodding apparatus to unstop sewer lines; operates camera equipment to create video tapes of sewer lines to inspect for inflow and infiltration or proper construction; clears trees, brush, etc. from sewer right-of-way.
- Leads and participates in the inspection, maintenance and repair of water and sewer pumping stations; records time, date and hour reading of pumps; cleans, oils and greases pumps and motors; troubleshoots controls; installs wiring for pumps and lights; disconnects, removes and replaces pumps when needing re-wiring.
- Replaces landscaping damaged in construction projects; sows grass seed and shrub plants.
- Provides on-site supervision of crew members; provides training for new employees; may participate in job interviews; coaches employee performance and provides input for performance evaluation; ensures crew safety; maintains records of crew member work and work time; provides input on accident reports and performance appraisals.
- Completes work orders, checklists, inventory logs, and other records of work activities.
- Responds to customer complaints and inquiries.
- Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Thorough knowledge of tools, materials, techniques, practices, safety devices, and equipment used in general construction and maintenance work.
- Considerable knowledge of the principles and practices associated with the repair, replacement and installation of water and sewer lines.
- Considerable knowledge of the principles and practices associated with repair and maintenance of water and sewer pumping stations including mechanical and electrical maintenance and repair.
- Considerable knowledge of occupational hazards and standard safety practices.
- Some knowledge of supervisory principles of communications, motivation, leadership and performance coaching and evaluation.
- Solid understanding of the county water and sewer customer service policies and procedures.
- Some knowledge of the related engineering specifications.
- Skill in the operation of heavy construction equipment.
- Ability to work in/around confined spaces.
- Ability to read utility line maps, operation and service manuals.
- Ability to assign and supervise the work of others.
- Ability to keep records of work activities.
- Ability to establish and maintain effective working relationships with supervisors, co-workers and the public.
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
High School or General Education Development Diploma (GED) and considerable experience in construction, repair, operation, and maintenance of water and sanitary sewer systems or related field involving heavy equipment operation.
Licensing and Certifications:
Possession of a valid North Carolina Class B commercial driver's license. NC Grade 2 Wastewater Collection System Operator certification and NC Grade B Water Distribution certification within one year from date of hire.
Successful completion of a drug screening and criminal background check will be required as a condition of employment.
