Security Plan Support Manager

Harkcon is seeking a Security Plan Support Manager to provide program security support services to the Search and Rescue Satellite Aided Tracking (SARSAT) Program Management Office (PMO). The role involves maintaining and updating the SARSAT Program Security Plan (PSP), coordinating interagency inputs for security tasks, and supporting risk and cost-benefit analysis related to program security requirements. 

Responsibilities 

• Maintain, review, and update the SARSAT Program Security Plan (PSP) and related documentation, to include documenting interagency security tasks, objectives, and milestones.  
• Coordinate with NOAA, NASA, USAF, USCG, and other stakeholders on security requirements and tasks to ensure a consistent security posture. 
• Support development of program security schedules and milestones. 
• Provide cost estimates and analysis for emerging security-related activities. 
• Ensure compliance with DHS, DoD, and federal security policies and standards. 
• Support classified information handling and safeguard sensitive program materials. 
• Track and manage program security schedules and dependencies. 

Qualifications 

• Bachelor’s degree in Security Management, Information Assurance, Cybersecurity, or related field. 
• 5 years of experience supporting federal program security documentation or operations. 
• Familiarity with DHS and DoD security policies, including NISPOM. 
• Experience managing security plans and developing security risk assessments. 
• Strong coordination and communication skills for interagency collaboration. 
• Active or eligible for SECRET security clearance. 
• Proficient use of MS 365 environment (Word, Excel, SharePoint, Teams, and more).

Work Environment & Location

• Must be in the DC Metro Area.
• One day per week (as of now, Thursday, subject to change) at client site:
  1. USCG HQ, 2703 Martin Luther King Jr Ave, SE, Washington, DC 20593
• Ad hoc site visits to partner organizations within / around the greater DC area:
  1. Inconsistent schedule and frequency ranging from one per week to several per month,
  2. Transportation not provided.
• When not at client site and not performing site visits to partner organizations, telework is authorized.
