What are the responsibilities and job description for the Assistant Controller position at Harford Bank?
The Assistant Controller is responsible for assisting the controller in the Finance and Accounting Departments daily operations including general ledger, internal financial reporting, filing of regulatory reports, and the preparation of the consolidated annual budget. With the assistance of the Controller, the Senior Financial Analyst assists in the preparation of quarterly and year-end financials and accompanying footnote and MD&A disclosures, and preparation of annual tax return and remission quarterly tax payments. Additionally, the position is responsible to maintain, control, analyze, and report on accounts of various degrees of complexity, according to generally accepted accounting principles and regulatory principles.

Responsibilities:
- Responsible for embracing and supporting Harford Bank’s Core Values and Vision.
- On a daily, weekly or bi-weekly basis:
- Executes assigned operations and functions of the Accounting Department which may include preparing public funds reports and daily reconciliations, accounts payable and funds management.
- Processes investment portfolio trades in the trade system, complete internal trade tickets and checklists, and ensure all necessary documentation is obtained, reviewed, and approved.
- Prepares general ledger entries for payroll and investments.
- Reviews assigned general ledger reports daily, ensuring balances, postings, and net changes are reasonable.
- On a monthly basis:
- Executes new fixed asset setup, disposals, and modifications on the system. In addition, record the monthly depreciation accounting run.
- Maintains accrued and prepaid expense items.
- Prepares Bank-wide reconciliations and submit for review, for all assigned general ledger accounts.
- Assists in the month end closing process.
- Prepares all assigned collateral reports which may include the Federal Reserve Bank (FRB) discount window borrowing facility and the Federal Home Loan Bank of Atlanta (FHLBA) for the primary borrowing facility (QCRs).
- Obtains payroll system reports and reconcile to the Banks general ledger records.
- In collaboration with the Controller, gain proficiency on the ALM/Budgeting/Forecasting model. Assists with the maintenance and updating of the model.
- Assists with the preparation of the quarterly ALCO package.
- Gathers relative financial data and assists in the preparation of periodic regulatory reports for the Bank.
- Assists in the preparation of the quarterly and year-end filings with the FDIC or other regulatory bodies. This includes the Bank’s Form 10-Qs and Form 10-K.
- Maintains the General Ledger Chart of Accounts.
- Provides support, guidance, and problem-solving assistance to other areas of the Bank as requested.
- Attend bank meetings as required.
- Assists Controller or CFO with various projects as assigned.
- Performs additional related duties and responsibilities as required and assigned.
- Bachelor’s degree in accounting, Finance, or related field. CPA or MBA preferred but not required.
- A minimum of 2 years of accounting experience with increasing responsibilities in banking, or any equivalent combination of education, training, and experience which provides the required knowledge and abilities for this role.
- Familiarity with the following: GAAP, Financial Reporting, SEC Reporting, Regulatory Reporting, and assisting a company or bank in preparation for internal and external audits and regulatory examinations.
- Ability to effectively communicate with organizational peers and supervisors.
- High attention to detail with demonstrated accuracy of work product, accountability, and adherence to deadlines.
- Must be able to work in a team, individually and with others across the institution.
