Environmental Regional Manager

SUMMARY
This position will oversee a regional team responsible for identifying, extracting, and planning environmental requirements to ensure compliance with environmental laws, regulations, and applicable permits during the construction of Solar PV and BESS plants. This position also conducts site visits as needed and audits to verify compliance and support corrective actions. This position reports to the Associate Director of Environmental or another management personnel that the President of the Company may designate. This position is located in Irvine (or remote) and working hours are Monday through Friday, from 8:00am to 5:00pm or 9:00am to 6:00pm local time. This position is expected to travel up to 40%.
ESSENTIAL JOB FUNCTION & RESPONSIBILITIES
- Supervise and mentor a team of Environmental Compliance Project Managers and Site Environmental Managers, providing guidance, training, and performance feedback.
- Oversee daily regional operations and ensure consistent application of environmental policies, procedures, and compliance standards across all project locations.
- Allocate resources, assign projects, and monitor progress to ensure team goals are met efficiently and effectively.
- Ensure company compliance with all federal, state, and local environmental laws, regulations, and permit conditions.
- Direct the review and interpretation of environmental permits and requirements, ensuring their proper implementation at all project sites.
- Oversee environmental inspections, audits, and corrective actions to mitigate risks and maintain operational compliance.
- Provide strategic direction on enforcement actions, violations, and remediation activities, ensuring timely and effective resolution.
- Serve as the primary point of contact for internal and external environmental matters, including regulatory agencies, consultants, and customers.
- Support executive management in resolving citizen complaints, responding to agency inquiries, and addressing community or environmental concerns.
- Review and approve environmental reports, audit findings, and regulatory submissions.
- Ensure accurate and timely preparation of weekly, monthly, and annual compliance summaries for senior management and clients.
- Provide strategic environmental guidance on complex projects, including SWPPP, Waste Management, and SPCC implementation.
- Complete pre-qualification questionaires and other diligence for prospective clients.
- Lead environmental compliance and sustainability metrics collections efforts for projects within assigned region.
- Lead cross-functional collaboration to integrate environmental considerations into engineering, construction, and operational planning.
- Manage special assignments and continuous improvement projects as directed by senior leadership.
REQUIRED QUALIFICATIONS
- 12 years of experience identifying designing and implementing programs to mitigate Environmental operational risks.
- 5 years of experience managing teams and personnel.
- Experience in Environmental Auditing and in-field environmental management.
- Knowledge of Environmental Regulations (EPA, OSHA, Cal-OSHA).
- Bachelor's Degree in Environmental, Engineering, Sustainability or Construction Management.
- NPDES Certified preferred (Certified Stormwater Inspector Construction, or equivalent certification)
- NREP certified preferred (REM, REP, or equivalent)
- Experience with ISO 9001, ISO14001 or ISO 45001 preferred.
- Environmental, energy, and construction experience preferred.
- Ability to collaborate with team members and across departments.
- Excellent written and verbal communication skills.
- Knowledge of PV Solar and BESS Plants: structural, electrical, mechanical and controls equipment preferred.
- Advanced knowledge of Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint
- Knowledge of Procore Project Management software preferred.
