The incumbent will administer the systems, records, and compliance controls that underpin HDUSA's enterprise contract portfolio, support contracts personnel in the administration of awards and agreements, and help institutionalize processes within a rapidly expanding, FOCI-mitigated enterprise.

Principal Responsibilities

Contract Operations

  • Maintain the contracts repository, ensuring complete, accurate, and version-controlled records of prime contracts, subcontracts, Other Transaction Agreements, nondisclosure agreements, teaming agreements, and modifications.

  • Track contractual obligations, deliverables, option exercise dates, funding, period of performance, and closeout requirements, and alert responsible personnel of approaching deadlines.

  • Prepare and process routine contractual instruments, including nondisclosure agreements, purchase orders, administrative modifications, and correspondence, under the direction of contracts leadership.

  • Develop and maintain portfolio reporting and metrics for management review.

  • Administer contract closeout, including reconciliation of deliverables, final invoicing, property disposition, and release documentation.

  • Maintain corporate registrations and representations, including SAM.gov and associated certifications, and coordinate periodic updates.

  • Verify incorporation and flowdown of mandatory FAR/DFARS clauses, including cybersecurity, CUI, and supply chain requirements, in subcontracts and purchase orders.

  • Conduct supplier onboarding diligence, including restricted party and sanctions screening, and document results.

  • Coordinate with Export Compliance on ITAR and EAR requirements affecting agreements and technical data exchanges, and with Security on obligations arising under HDUSA's Special Security Agreement.

  • Support responses to DCAA, DCMA, and customer audits, reviews, and data calls.

Policy and Process

  • Maintain the contracts policy library and template suite, and assist in drafting and revising procedures, desk guides, and checklists.

  • Identify process deficiencies and recommend improvements to contracts workflows, controls, and tools.

Required Qualifications

  • Bachelor's degree in business, law, public administration, or a related discipline.

  • Three to five years of Government contracts, contract administration, or compliance experience within the defense or aerospace industry.

  • Working knowledge of FAR, DFARS, and export control regimes.

  • Proficiency with SharePoint, Microsoft Office, and contract or data management tools.

  • Exceptional attention to detail, organizational discipline, and the capacity to manage multiple priorities in a fast-paced environment.

  • Ability to obtain and maintain a U.S. Department of War Secret clearance.

  • Willingness to travel domestically as required.

Preferred Qualifications

  • NCMA Certified Federal Contracts Manager (CFCM) or Contract Management Associate (CMA).

  • Familiarity with Other Transaction Agreements and consortium-managed awards.

  • Exposure to CMMC and NIST SP 800-171 requirements.

  • Experience supporting foreign-owned or FOCI-mitigated defense contractors.
