The Capital Funds Manager is responsible for planning, managing, and overseeing all capital fund activities and capital improvement projects for the Agency. This position ensures compliance with HUD regulations, Davis-Bacon wage requirements, and government procurement standards, while coordinating long-term capital planning and annual capital expenditures.
Essential Duties and Responsibilities
- Administer and manage all Capital Fund Program (CFP) activities in accordance with HUD regulations and agency policies
- Ensure compliance with Davis-Bacon and Related Acts (DBRA) wage requirements, including certified payroll review and documentation
- Prepare and manage Physical Needs Assessments (PNA)
- Develop, update, and implement 5-Year Capital Plans and Annual Capital Plans
- Plan, bid, and oversee all capital projects, including modernization, rehabilitation, and major maintenance projects
- Manage government procurement and bid procedures, including preparation of IFBs, RFPs, contracts, and change orders
- Coordinate with architects, engineers, contractors, inspectors, and HUD representatives
- Monitor project budgets, schedules, and expenditures to ensure timely and cost-effective completion
- Maintain accurate records and prepare required HUD reports and documentation
- Conduct site inspections to monitor construction progress and compliance
- Assist with audits, HUD reviews, and monitoring visits related to capital funds
- Perform other related duties as assigned
Pay: $38,000.00 - $40,000.00 per year
