Regional Floodplain Manager

The Hancock County Planning Commission (HCPC) is seeking a Regional Floodplain Manager. HCPC provides regional planning services to thirty-seven towns in Hancock County, Maine. Services include comprehensive planning, land use, transportation, environmental, community development and other services.

Background and Position Overview 

This position will expand the region’s capacity to assist Maine communities in reducing flood risk, improving resiliency, and supporting participation in the National Flood Insurance Program (NFIP). This position provides technical assistance, training, public engagement, and support for mitigation planning as part of Maine’s Regional Floodplain Assistance Partnership. The role focuses on building long-term community resilience and implementing “An Act to Increase Storm Preparedness for Maine’s Communities, Homes and Infrastructure.”

This position is part of the statewide Regional Floodplain Assistance Partnership and will work closely with the Maine Office of Community Affairs, the State Resilience Office, and municipal partners across the region. Work includes field visits, community meetings, virtual consultations, and structured reporting. 

Salary Range: $60,000 to $65,000 depending on education and experience 

Position Type: Full Time. Hybrid-Remote Work Flexible. Relocation to the area required.

Key Responsibilities .

• Assist in the development and coordination of HCPC’s Floodplain Management Program to ensure Hancock County communities meet FEMA’s minimum NFIP participation requirements 
• Deliver technical assistance and guidance on permitting, regulation interpretation, mapping, insurance, mitigation, and general floodplain management to communities in Hancock County. 
• Inventory community NFIP status, ordinance conditions, needs, and priority flood mitigation projects 
• Answer questions related to floodplain management from municipal officials and staff 
• Assist with permit reviews, ordinance reviews and updates, and advise on community enforcement 
• Educate municipal officials on flood-specific grant opportunities
• Assist communities in navigating funding opportunities and leveraging regional/state resources
• Coordinate with Regional Flood Managers across Maine to share resources, strategies, and best practices.
• Coordinate with HCPC staff to ensure consistency across projects and incorporate floodplain considerations into broader planning efforts. 
• Promote public awareness of the Floodplain Management Program through speaking engagements, advertising, and other programs 

Desired Knowledge and Skills 

• Experience working with municipal government in Maine, including familiarity with local governance processes and community planning practices.
• Proficiency in facilitating workshops, meetings, and public forums, including experience using virtual engagement tools.
• Ability to build and maintain collaborative relationships with community members, municipal officials, and partner organizations.
• Capability to develop strategic plans and set priorities to advance floodplain management initiatives.
• Analyzing spatial data using ESRI ArcGIS

Minimum Qualifications

• Bachelor’s degree in physical or natural science, planning, emergency management, engineering, or related field and at least three (3) years of experience in municipal planning, environmental management, emergency management, or related fields
• Strong communication skills and comfort working with municipal officials and the public.
• Ability to interpret regulations, maps, and technical documents.
• Ability to work on several projects simultaneously.
• Adaptability to work independently or within a team environment, depending on project needs.
• Ability to participate and lead meetings – both virtual and in-person, including workday and evening meetings.
• Creative problem-solving skills to address complex and less well-defined challenges.
• Effective written and verbal communication skills.
• Knowledge of computer applications including Microsoft Office, database management and internet applications
• Coordinate work with related municipal functions such as code enforcement.
• Familiarity with FEMA, training in the National Flood Insurance Program (NFIP) with a possession of a Certified Floodplain Manager (CFM®) certificate preferred; candidates will need to obtain certification within 6-12 months.

• Ability to travel throughout the region regularly.
• Valid driver’s license and reliable transportation.
