Hancock County Probate/Juvenile Court Position Description

Title: Family and Children First Council Administrator

Reports to: Family First Council Executive Committee

Employment Status: Full Time Hours: 8:00 a.m. - 5:30 p.m. (M-R)

8:00 a.m. – 12:00 p.m. (F)

Salary: Commensurate with Experience

Civil Service Status: Unclassified

FLSA Status: Non-Exempt

Job Purpose:

The Administrator is the lead of the Hancock County Family and Children First Council and plans, implements, and monitors Council activities as described in the by-laws. The Administrator is responsible for program administration, fiscal responsibilities, and overall compliance with all matters related to the Family and Children First Council, which includes, but is not limited to, scheduling meetings, preparing agendas in coordination with the Council Chairperson, ensuring timely preparation of materials, and attending regular and special meetings of the Council. The Administrator also serves as the representative and liaison of Council and attends meetings as required. Furthermore, the Administrator is responsible for the monitoring of grants and other funding sources that include, but are not limited to, Early Intervention Part C and Operational Capacity Building Funds Grant.

Essential Duties and Responsibilities:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Enters required reports into state mandated systems.
  • Meets with Help Me Grow to monitor grant funds and services.
  • Prepares monthly or quarterly expense reports that must be concise, thorough, accurate, and well written.
  • Works closely with the administrative agent to ensure fiscal responsibility.
  • Arranges seminars, workshops, and training sessions being provided to, or for, Council members; keeps members informed of proposed legislation and various State of Ohio Department rule changes.
  • Researches issues and reviews programs to provide information and recommendations to the Council.
  • Tracks all needs assessments conducted in the community to identify gaps in local services and ensure that the best interests of children are being addressed and necessary changes are requested/made to ensure that they are.
  • Implements needs assessment projects at the request of the Council.
  • Conducts evaluation of Council activities.
  • Pursues grants and additional resources for such programs as needed; fulfills the requirements of funded proposals.
  • Prepares and oversees all grants directed to the local Family and Children First Council.
  • Coordinates, attends, and records minutes of committees especially Family Stability.
  • Completes request for Family Centered Service and Support Dollars when applicable and requested by the individual team.
  • Conducts themselves in a professional manner at all times.
  • Respects confidentiality principles.
  • May serve on internal/external committees and attend various community and state meetings.
  • Ensures Family and Children First Council meets all federal and state requirements.
  • Attends all trainings as required by the ODODD and Family and Children First Council and to enhance job performance.
  • Completes other tasks as assigned by supervisor and/or Executive Committee.
  • Completes statistical reports.

Position Qualifications:

Completion of Bachelor’s Degree, or combination of an Associate’s Degree or Military Service and pertinent job experience with specialization in grant administration and extensive knowledge of community resources and the social service field. Candidate must possess a valid Ohio driver’s license. Also required is the ability to work in a team environment, maintain confidentiality, and exercise sound judgment and discretion. Ability to understand complex rules, Court procedures, and grant terminology and application is preferred.

Critical Skills/Expertise:

  • Knowledge of Federal, State, and Local law governing, and pertaining to, Family First Councils and Early Intervention, including the documentation required, preparation, submission, and oversight of related grants, and quality assurance measures.
  • Ability to communicate effectively both verbally and in writing, to establish positive public relations, and to interact effectively with supervisors, council members, the Executive Committee, community agencies, and the public.
  • Requires strong writing skills and the ability to write complete and concise correspondence using proper grammar, punctuation, and spelling.
  • Requires the ability to problem-solve and/or troubleshoot, think analytically, multitask effectively, and work independently. Requires judgment, decisiveness, and creativity in evaluating information.
  • Requires the ability to manage conflict and to effectively handle difficult people and conversations.
  • Requires the ability to produce a high volume of work within a deadline. Ability to meet multiple deadlines and deal with shifting priorities.
  • Requires proven ability to take initiative, distinguish higher from lower priorities, and independently plan and implement new procedures when appropriate.
  • The ability to work as an individual and as part of a team.
  • Schedule flexibility as evening and weekend hours may be required or necessary.
  • Must be efficient and organized with a high level of attention to detail.
  • Ability to manage and direct youth/families.
  • Ability to research and gather information, including seeking alternative and additional funding as needed or requested.
  • Knowledge of crisis management procedures.
  • Knowledge of Court security procedures.
  • Knowledge of out-of-home placement theories and procedures.
  • Knowledge of mental health and substance use/abuse issues.
  • Knowledge of sociological and psychological theories and application.
  • Knowledge of family dynamics and child and adolescent development.
  • Knowledge of treatment options and community resources.
  • Knowledge of County policies and procedures.
  • Values and appreciates youth, their families, and the public.
  • Desires to improve the system as it relates to all children through creative and innovative ways.

Physical Effort and Work Environment:

  • Physical Requirements: Sedentary work may require lifting up to fifteen (15) pounds.
  • Physical Activity: Activities include climbing, stooping, kneeling, lifting, fingering and grasping, talking, hearing and repetitive motion.
  • Visual and Auditory Activity: Performs reading and writing related activities at or within arms-length. Ability to hear emergency communications.

Hazardous or demanding work conditions: Works in or around crowds, has contact with potentially violent or emotionally distraught persons, has exposure to threatening situations, works in proximity to the use of firearms. Could have exposure to second-hand smoke and potentially vicious animals. Has exposure to hazardous driving conditions.

Job location: General office duties and agency visits with some adverse exposure to environmental conditions.

In addition, the Court expects the employee to maintain a positive and respectful approach with superiors, colleagues, and individuals inside and outside the Court. Further, the Court expects the employee to demonstrate flexible and efficient time management, the ability to prioritize workload, the ability to perform duties in a timely, accurate and thorough manner, and to communicate regularly with the incumbent’s supervisors about work-related issues. The employee is expected to demonstrate predictable and regular attendance.
