Starting Salary Range: $36,351-$39,986 Open until filled. EOE.
GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs intermediate technical work inspecting housing units for compliance with applicable codes and HUD regulations; does related work as required. Works under regular supervision.
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently and a negligible amount of force constantly to move objects; requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities; subject to inside and outside environmental conditions, hazards and atmospheric conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Inspects housing units; ensures compliance with applicable local codes, Authority policy, and HUD housing quality standard regulations; maintains records and files; enters data.
- Conducts initial, annual, and special inspections of dwelling units to meet requirements for participation in the Section 8 Housing Choice Voucher Program.
- Prepares work write-up of actions required to bring deficient units into compliance; ensures prompt written notification of required actions to responsible party.
- Conducts re-inspections of failed units in accordance with HUD regulations, takes prompt action to enforce HAP contract or family obligations for deficient units.
- Documents and communicates unit condition to assist in determination of reasonable rent; negotiates rent for new contracts.
- Enters inspection into computer system.
- Performs other duties as requested.
KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of HUD Housing Quality Standards (HQS) and local property maintenance codes. General knowledge of the Section 8 program and rent determination.
General knowledge of building maintenance, construction terminology and residential structure types. General knowledge of electrical, plumbing, heating, building construction, and fire codes; ability to operate proficiently a variety of computer equipment, and programs; ability to establish and maintain effective working relationships with owners, tenants, associates and the general public; ability to make mathematical calculations quickly and accurately; ability to plan and organize work with good time management skills; ability to work independently; ability to write and speak clearly and effectively.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and at least 2 years of inspection and residential maintenance or construction experience.
SPECIAL REQUIREMENTS:
Must obtain Housing Quality Standards certification and Lead Renovator certification within
12 months of employment and ICC Property Maintenance certification within the first 24 months of employment. Possession of a valid appropriate driver’s license issued by the
Commonwealth of Virginia and insurable under the vehicle insurance policy of the
Authority.
