Property Manager – Affordable Housing Programs (LIHTC / Section 8 / SRAP)

Your day as a Property Manager
As a Property Manager, you will oversee the daily operations, compliance, staffing, and financial performance of multiple affordable housing properties and programs. You will ensure full regulatory compliance while maintaining high occupancy, quality housing standards, and efficient property operations.
Responsibilities include:
• Manage daily operations of affordable housing programs including LIHTC, Section 8, SRAP, HOME, and other assisted housing programs
• Ensure compliance with HUD, LIHTC, and federal, state, and local housing regulations including REAC, TRACS, and EIV systems
• Supervise, train, and support property staff to ensure effective operations and service delivery
• Oversee leasing, tenant eligibility, rent calculations, recertifications, inspections, and lease enforcement
• Manage property budgets, rent collection, expenditures, and financial reporting
• Ensure timely unit turnover, occupancy management, and maintenance coordination
• Conduct annual certifications, tenant interviews, and compliance documentation reviews
• Prepare operational, financial, and compliance reports for internal leadership and regulatory agencies
• Respond to audits and ensure readiness for compliance reviews and inspections
• Coordinate with tenants, contractors, service providers, auditors, and regulatory agencies
• Monitor property conditions, maintenance needs, and work order completion
• Support emergency response and occasional after-hours property needs
Requirements for this Property Manager job
To succeed in this role, you should have strong leadership, communication, and organizational skills with the ability to manage multiple housing programs in a compliance-focused environment. The ideal candidate is detail-oriented, able to interpret complex housing regulations, and experienced in affordable housing operations and property management systems.
Minimum Requirements:
• Bachelor's degree in a related field and a minimum of three (3) years of property management experience OR five (5) years of experience managing multiple properties and staff
• Valid Virginia Driver's License
• Supervisory experience preferred
• Housing Credit Certified Professional (HCCP) certification preferred
Knowledge and skills required for the position include:
• Strong knowledge of Virginia Landlord-Tenant Act and Fair Housing laws
• Extensive experience with LIHTC, Section 8, HOME, and HUD-assisted housing programs
• Familiarity with REAC, TRACS, EIV, and other compliance reporting systems
• Ability to interpret and apply complex housing regulations and compliance requirements
• Strong financial management, budgeting, and reporting skills
• Ability to manage deadlines, multiple priorities, and regulatory requirements
• Strong communication and leadership skills with staff, tenants, and agencies
• Ability to work independently under minimal supervision in a compliance-driven environment
