Under general supervision, ensures compliance with Program permits and Program housekeeping Stormwater Pollution Prevention Plans (SP3s) through inspections of sites, government facilities, investigates complaints, assists in stream monitoring projects, and other assignments related to areas of responsibility.

Performs compliance inspections associated with Program permits, prepares correspondence, communicates with permitee’s representatives relative to permit compliance, investigates complaints related to stormwater water pollution and takes appropriate follow-up action, performs Housekeeping inspections. 


Maintains daily records relating to inspection reports, permits, and complaint investigations; participates in the subdivision plans review; represents the Program in dealing with the contractors, developers, engineers, surveyors, and the general public on issues relating to water quality. Assists with stream monitoring and sampling projects, and performs other related duties as assigned.

Knowledge of Hamilton County Subdivision Regulations, County policies and procedures.
Knowledge of Stormwater Rules and Regulations and Standard Operating Procedures.
Knowledge of the fundamental principles of erosion prevention and sediment controls best management practices.
Knowledge of maps, engineering drawings, SP3s, grading plans, and related construction documentation.
Skill in reading, interpreting, understanding and applying Federal rules and regulations, State and Hamilton County Regulations, Policies and Procedures.
Skill in planning, organizing, prioritizing engineering inspection activities to ensure compliance with rules, regulations and procedures.
Skill in reading maps, grading plans, SP3s, and runoff management plans.
Skill in reading engineering drawings, SP3s, and water quality treatment structures specifications and other related construction documents.
Skill in establishing and maintaining cooperative working relationships with program staff, the public, member agency staff, TDEC staff, engineers, developers, contractors, and inspectors.
Skill in communicating effectively both in both oral and written form.

A Bachelor’s Degree in Engineering, Surveying, GIS or directly related discipline from an accredited institution and three (3) years of direct work experience in construction, engineering, GIS and/or surveying field. Must have or obtain Level I & Level II Erosion Prevention and Sediment Control Certifications within one (1) year of employment. A valid driver’s license is required.


OR


An Associate’s Degree in Engineering, Surveying, GIS or directly related discipline from an accredited institution and five (5) years of direct work experience in construction, engineering, GIS and/or surveying field. Must have or obtain Level I & Level II Erosion Prevention and Sediment Control Certifications within one (1) year of employment. A valid driver’s license is required.


OR


The equivalent of a high school diploma and seven (7) years of direct work experience in construction, engineering, GIS and/or surveying field. Must have or obtain Level I & Level II Erosion Prevention and Sediment Control Certifications within one (1) year of employment.  A valid driver’s license is required.


ADDITIONAL REQUIREMENTS:


Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level.


PHYSICAL REQUIREMENTS:


Work requires moderate physical effort with intermittent sitting, standing, walking and driving with occasional lifting of up to twenty-five (25) pounds. Work requires ability to visit work sites, walk rough terrain, reach remote locations which may require using steps, ladders, unpaved pathways, etc. and carry survey and sampling equipment.
