What are the responsibilities and job description for the Tire Recovery Specialist #1426 - Waste Tire Program - Public Works Division position at Hamilton County?
Oversees the receiving, loading of waste tires, manifesting, and collects fees as applicable in the day-to-day operation of the Tire Recovery Center; Assists public at the household recycling centers and collection of recyclables at various County offices during all seasons and weather conditions; assists in special recycling and Support Services Department projects.

DAY-TO-DAY RESPONSIBILITIES:
1) Receiving waste tires from tire dealers and Hamilton County citizens in a professional and courteous manner
2) Monitor the loading of waste tires into dry van box semi-trailers
3) Create manifests and collect fees as applicable
5) Ensure tires are loaded utilizing the lacing method, Verify tires are clean of debris, dry and off the rim
6) Provide accurate information to the Team Leader for manifests data entry
7) Maintain grounds, pavilion, office, and equipment as directed
RESPONSIBILITY DETAILS:
1) Schedule dealer/hauler appointments (appointment only operation) and Transportation Contractor (semi-trailer pickup/delivery), and monitor and schedule trailer swaps;
2) Utilize a software program for creating a manifest for each transaction
3) Verification of tire dealer account balance for Tennessee Department of Revenue reporting
4) Collect fees as applicable
5) Reconcile daily receipts, prepare bank deposit and report
6) Drop deposit in the bank’s overnight deposit box
7) Generate daily, quarterly, annual and audit review reports
AUXILIARY:
Supplementary duties may include departmental backup for 1) The Tire Recovery Center; 2) Household Recycling Centers; 3) Maintaining recycling containers in designated office areas and the collection transportation, loading and offloading recyclables from various County offices, and other agencies for beneficial end use; 4) Operation of a box truck with a lift gate and a pickup truck with a utility trailer; 5) Facilitate special promotional and educational opportunities through the County Fair, schools, recreation centers, civic organizations; and 6) other duties as assigned.

Knowledge of ergonomic guidelines for manual material handling
Knowledge of recycling opportunities and collection methods
Skill in reading/understanding and applying federal/state environmental rules and regulations and
Hamilton County Regulations, Policies and Procedures
Skill establishing and maintaining cooperative working relationships with the public, department staff, other County departments and contractors
Skill effectively communicating in oral and in written form.
Skill in data entry.
The equivalent of a high school diploma and a valid driver’s license.
ADDITIONAL REQUIREMENTS:
Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
SAFETY SENSITIVE:
This position has been identified as “safety sensitive” under the definition of 49 CFR Part 40-Department of Transportation Workplace Drug and Alcohol Policy. This position will be subject to drug and alcohol testing for the following: 1) post offer pre-employment 2) when there is reasonable cause 3) after an on-the-job accident or contributing to an accident 4) on a random basis 5) prior to return to duty after suspension and/or 6) as follow-up. This is additional and also subject to the Rules and Regulations of The Employee Handbook.
PHYSICAL REQUIREMENTS:
Vigorous physical effort with full range of motion in an outdoor environment including, but not limited to:
lifting, squatting, reaching, pulling, climbing, carrying, standing, and walking. Must have the ability to wear personal protective gear correctly most of the day.
