The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community.


Under general supervision, provides instruction to new nurses and ongoing training for other health professionals. In addition, provides professional nursing specialized health care promotion, maintenance, disease prevention, psychosocial and physical assessment; investigation, treatment, education, and sexual and reproductive wellness, infectious diseases, prenatal care, and quality assessment improvement. Has both clinical experience and a passion for teaching. Typically works in a clinical setting, providing instruction to new nurses and ongoing training for other health professionals.


ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Provides a variety of specialized education activities to support a strong clinical services staff in the areas of staff orientation, in service training and staff development. May act as the educator or the facilitator to achieve the goal of a well-educated, informed and relevantly current clinical staff prepared and supported to provide excellent patient care and quality customer service. Works with managers to identify and address the learning needs of clinical staff, develops instructor led training materials including participation guides, PowerPoint slides, job aids and other related materials. Serves as a super user and trainer for the electronic health record. Performs other related duties as assigned.

Knowledge of federal, state, and county laws, rules, regulations, policies, practices, and procedures related to provision of Public Health Professional Nursing and Clinical Services. 

Knowledge and skills with computers, peripheral equipment, and software at an advanced level of proficiency.

Knowledge of all clinics and programs within Clinical Services area.

Knowledge of community and county medical, social, and emotional services and resources. 

Knowledge of quality reviews and audit methods, practices, and procedures.

Knowledge of specialty methods, practices and procedures related to areas of assignment.

Knowledge of patient chart documentation, record keeping, case management and specialized medical procedures related to area of assignment.

Knowledge of and skill with assessing competency of staff.

Knowledge of program development, including objectives, outlines, and references. 

Knowledge of and skill with adult teaching methods/principles and documentation standards for educational activities.

Knowledge of providing case management to indigent or underserved populations.

Knowledge of public health care practices and procedures.  

Knowledge of computer hardware, software, and peripherals including Power Point, Word, and Excel.

Skill in the use of specialized medical equipment utilizing proper universal health and safety precautions.

Skill managing upset and/or confrontational patients/clients or family members.

Skill reading, analyzing, and interpreting medical research, reports, tests, and information. 

Skill utilizing customer service/public relations techniques when responding to inquiries and complaints.

Skill establishing and maintaining effective working relationships.

Skill working with audio-visuals and program presentation ancillary tasks.

Advanced skill utilizing verbal and written communication in providing presentations, counseling, developing educational materials, and instructions related to medical information.

A Bachelor’s Degree or an Associate’s Degree in Nursing. Must possess an active Registered Nurse (RN) licensure or eligible for licensure as a Registered Professional Nurse. Current CPR Certification and a valid driver’s license are required. 


PREFERRED QUALIFICATIONS:


Experience in teaching, developing, and presenting educational activities in varying formats is preferred.


ADDITIONAL REQUIREMENTS:


This position is deemed essential/situational during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.


Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level.


PHYSICAL REQUIREMENTS:


Work requires long periods of standing, walking, lifting supplies weighing up to ten (10) pounds, assisting patients in transfers to examination tables, performing routine lab work such as blood draws and specimen collection; and extended periods of extensive contact with infectious diseases; ability to drive an automobile.
