Description

THIS IS A DEPARTMENTAL PROMOTIONAL OPPORTUNITY. ONLY CURRENT EMPLOYEES OF THE HAMILTON COUNTY ASSESSOR OF PROPERTY DEPARTMENT WILL BE CONSIDERED FOR THIS POSITION.

Under general supervision, plans, coordinates, and supervises the appraisal and assessment of residential and commercial real property for ad valorem tax purposes for the Hamilton County Assessor's Office. The position directs assigned appraisal personnel and assists in providing oversight of daily maintenance, reappraisal activities, market analysis, and appeal preparation for residential, commercial, industrial, multi-family, special-purpose, high-value, urban, rural, and vacant properties throughout Hamilton County.

Tasks

Plans, assigns, coordinates, and reviews the work of residential and commercial appraisal staff to ensure accuracy, equity, consistency, and timely completion of assigned work.

Provides technical guidance and training to appraisal personnel; assists with interviewing applicants, onboarding newly hired appraisers, evaluating employee performance, and identifying continuing-education needs.

Develops and supports quality-control procedures, best practices, operational plans, and strategic goals for real-property maintenance and future countywide reappraisals.

Oversees the discovery, listing, classification, measurement, and valuation of real property, including new construction, additions, newly created parcels, land splits, subdivisions, and changes in property use or condition.

Performs and reviews complex appraisals of residential, commercial, industrial, multi-family, special-purpose, and high-value properties using appropriate cost, sales-comparison, and income approaches to value.

Reviews property records, sketches, photographs, maps, deeds, plats, permits, transfers, income and expense information, lease data, sales information, and other public or private records to ensure appraisal files are complete, accurate, and legible before notices or billing.

Compiles, verifies, and analyzes qualified sales and market information; conducts sales-ratio and equalization studies; assists with the development and maintenance of land schedules, valuation tables, neighborhood adjustments, depreciation schedules, and current valuation updates.

Conducts field inspections and desk audits; measures land and improvements; reviews valuations for proper class, grade, condition, depreciation, assessment, and equalization.

Prepares, reviews, presents, and defends values in informal and formal appeals before the County Board of Equalization, State Board of Equalization, and other authorized proceedings.

Responds to property owners, representatives, agents, attorneys, elected officials, other county departments, and the general public regarding appraisal methods, assessment changes, complaints, and requests for review; documents and routes matters as appropriate.

Interprets and applies applicable federal, state, and county laws, Tennessee Codes, rules, regulations, resolutions, appraisal standards, and departmental policies related to real-property appraisal and assessment.

Uses computer-assisted mass appraisal systems, databases, mapping resources, spreadsheets, and other software to enter, retrieve, analyze, verify, and report property information.

Attends advanced training related to real-property appraisal, assessment administration, supervision, and applicable law; performs other related duties as assigned.

Knowledge, Skills, Abilities, And Other Characteristics

Knowledge of mass appraisal principles and professional appraisal methods applicable to residential and commercial real property, including the cost, sales-comparison, and income approaches to value.

Knowledge of applicable federal, state, and county laws, rules, regulations, codes, resolutions, appraisal standards, and departmental practices governing real-property appraisal and assessment.

Knowledge of real-estate markets, sales verification, sales-ratio studies, income and expense analysis, lease analysis, land valuation, depreciation, and valuation-table development and maintenance.

Knowledge of property data-collection methods; building construction; physical inspection and measurement practices; deeds, plats, maps, permits, legal descriptions, and public-record research.

Knowledge of supervisory, training, performance-management, planning, and administrative practices.

Skill in prioritizing, assigning, scheduling, reviewing, and evaluating the work of appraisal personnel and in coordinating projects to meet statutory and operational deadlines.

Skill in reviewing and analyzing complex appraisals and determining fair market value in a consistent and equitable manner.

Skill in using computer-assisted mass appraisal systems, databases, mapping applications, spreadsheets, office software, and related computer hardware and peripherals.

Skill in preparing clear reports, findings, valuation documentation, and appeal presentations and in communicating technical information effectively, both verbally and in writing.

Skill in customer service, conflict resolution, and public relations when responding to inquiries, complaints, appeal issues, and requests for assessment review.

Ability to establish and maintain effective working relationships with employees, property owners, professional representatives, elected officials, other county offices, and the public.

Minimum Qualifications

The equivalent of a high school diploma and eight (8) years of progressively responsible real-estate appraisal experience, including experience with both residential and commercial real property and participation in at least one (1) complete reappraisal cycle in an Assessor’s Office. Must possess the Tennessee Master Assessor (TMA) designation. Must possess and maintain a valid driver's license.

Additional Requirements

Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.

Physical Requirements

Work requires climbing and walking over rough terrain and construction sites while inspecting, measuring, and reviewing land and improvements. The employee regularly works in outside weather conditions and may be exposed to hot, cold, dry, wet, windy, or humid conditions. Office and review work includes communicating with property owners and employees, reviewing records, entering data, and sitting at a computer for extended periods.

This position is deemed essential during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.

All positions within Hamilton County Government are considered work in-person and require regular and punctual attendance.

All positions within Hamilton County Government may require work on Holidays or weekends. Additionally, irregular hours and shift work may be required, including possible extension of shift hours, at times with short notice.
