Halvik is seeking a versatile Salesforce Developer to join Team 3 (CRM, Cross-Program & Services) in support of the National Telecommunications and Information Administration (NTIA) Grants Portal (NGP). The NGP is a Salesforce-based platform that administers $48.2 billion in federal broadband grants under the Infrastructure Investment and Jobs Act (IIJA), including BEAD ($42.45B), Digital Equity, Middle Mile, and Tribal Broadband Connectivity programs.
This is a flex role supporting custom development across CRM operations, cross-program features, Help Desk surge capacity, and backlog overflow. The developer will work within an Agile/SAFe framework across 16 sprints per year, contributing story points while supporting the team's broad portfolio of Salesforce CRM, reporting/dashboards, OmniStudio configurations, and Marketing Cloud integrations.

Core Responsibilities
- Custom Development: Build and maintain custom Apex classes, triggers, Lightning Web Components (LWC), and OmniStudio configurations for CRM, cross-program reporting, and grantee-facing features on Experience Cloud.
- Flex/Surge Support: Provide overflow development capacity for Teams 1, 2, and 4 during sprint surges, priority escalations, and Help Desk Tier 2 technical issue resolution.
- CRM & Marketing Cloud: Support CRM customization including account management, stakeholder engagement tracking, and Marketing Cloud connector configurations for bulk email and targeted communications.
- Reporting & Dashboards: Develop and maintain reports, dashboards, and report types for NTIA program officers and Federal Program Officer workspace views.
- Agile Participation: Participate in sprint planning, daily stand-ups, sprint reviews, and retrospectives within the SAFe Scrum of Scrums framework. Contribute an estimated 15 story points per sprint (240 annually).
- Section 508 Compliance: Ensure all developed components meet Section 508/WCAG accessibility standards for federal grantee-facing portal content.
- Code Quality: Write unit tests (minimum 85% code coverage), participate in peer code reviews, and adhere to Salesforce governor limits and platform best practices.
- Education: Bachelor's degree in Computer Science, Information Technology, or related field.
- Experience: Minimum 8 years of professional Salesforce development experience.
- Certification (Required): Salesforce Platform Developer II.
- Technical Proficiency: Advanced knowledge of Apex, Lightning Web Components (LWC), SOQL/SOSL, Visualforce, Salesforce DX, and OmniStudio (OmniScript, FlexCards, DataRaptors, Integration Procedures).
- Platform Knowledge: Experience with Salesforce CRM, Experience Cloud, and Service Cloud configurations.
- Tools: Proficiency with Git/GitHub, JIRA, Salesforce Data Loader, and VS Code with Salesforce Extensions.
- Compliance: Must be eligible for Public Trust (Tier 2 / MBI) security clearance. U.S. citizenship or permanent residency required.
- Salesforce Public Sector Solutions (PSS) Grants Management experience.
- OmniStudio Developer certification.
- Experience with Marketing Cloud or Marketing Cloud connector for Salesforce CRM.
- Familiarity with federal grants lifecycle (pre-award, post-award, monitoring, closeout).
- Prior experience on federal government Salesforce contracts (DOC, DOT, or similar agencies).
- Knowledge of Salesforce Lightning Design System (SLDS) and Section 508/WCAG 2.1 AA standards.
- SAFe or Scrum team experience in a multi-team delivery environment.
