Senior Requirements Lead - OCO - 12 yrs of Experience - TS/SCI w/Poly clearance is requiredHalogen Engineering Group is looking for a Senior Requirements Lead who will support the Government PM in the OCO Portfolio. This candidate will conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Location: Columbia, MDTravel Required: No Shift: Day Remote Type: OnsiteSecurity Clearance: Current TS/SCI Polygraph: Required (poly must be less than seven years old)Salary Range The projected compensation range for this position is 230K-237K (annualized USD).Salary is determined by various factors, including but not limited to location, the individual’s particular combination of education,knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. CapabilitiesReview contract financials, burn rates on contracts, review invoices, track spend plan and MIPRSAdvise and track contract-related activities, ensuring compliance with government requirements.Assist in the acquisition and administration of USCC tools and capabilities.Ensure organizational investments are cost-effective, secure, and compliant with GOV standardsCollaborate with stakeholders to analyze, validate, and document requirements.Conduct financial analysis and provide recommendations to support acquisition strategies.Identify and resolve complex Acquisition related issues with creativity and resourcefulness.Develop and initiate Statements of Work (SOW) and Performance Work Statements (PWS) to support contract requirements and ensure comprehensive documentation.Integrate into USCC requirements management processes, including designation, analysis, validation, and alignment with project objectives.Conduct thorough reviews of white papers and acquisition documents to ensure accuracy, compliance, and strategic alignment.Actively participate in Quarterly Program Increment (PI) events and contract In-Progress Reviews (IPRs) to drive collaboration and project success.Provide support to the Contracting Officer Representative (COR) by assisting with Program Management Reviews (PMRs) and track milestones to ensure timely delivery and adherence to project timelines.Offer expert guidance on requirements and provide technical evaluations of vendor proposals.
